3 GOVERNANCE STRUCTURE 1972-2012: GOVERNING COUNCIL COMPRISING OF 58 MEMBERS 2012: UNITED NATIONS ENVIRONMENT ASSEMBLY OF UNEP  strengthen the ability and role of UNEP to deliver the environmental dimension of sustainable development;  receive secure, stable and increased financial resources from the regular budget of the UN;  full participation of all 193 UN member states at the UNEP Governing Council in February 2013 UNIVERSAL MEMBERSHIP

5 UNEA will meet biennially in Nairobi starting in 2014 and will perform inter alia the following functions: ◦Setting the global environmental agenda; ◦Providing overarching policy guidance and defining policy responses to address emerging environmental challenges; ◦Undertaking policy review, dialogue and exchange of experiences; ◦Setting the strategic guidance on the future direction of the United Nations Environment Programme; ◦Organizing a multi-stakeholder dialogue; ◦Fostering partnerships for achieving environmental goals and resources mobilization. FUNCTIONS OF THE UNEA

6  Subsidiary inter-session body of the UNEP’s governing body. FUNCTIONS:  Contribute to the preparation of the agenda of its governing body;  Provide advice to its governing body on policy matters;  Prepare decisions for adoption by its governing body and oversee their implementation;  Convene thematic and/or programmatic debates;  Promote effective ways and means to facilitate participation of the non-resident members of the Committee, particularly from developing countries;  Perform any other functions delegated to it by its governing body. 9 What is SCP? Sustainable Consumption and Production (SCP) is about “the use of services and related products, which respond to basic needs and bring a better quality of life while minimizing the use of natural resources and toxic materials as well as the emissions of waste and pollutants over the life cycle of the service or product so as not to jeopardize the needs of further generations”. (Oslo symposium, 1994) SCP is not necessarily about consuming less. It is about doing more and better with less.

10 Agenda 21, adopted in Rio de Janeiro in 1992 “The major cause of the continued deterioration of the global environment are the unsustainable patterns of consumption and production…” Johannesburg Plan of Implementation (JPOI) – 2002 “SCP is one of the overarching objectives of, and essential requirements for, sustainable development.” “Encourage and promote the development of a 10-year framework of programmes (10YFP) in support of regional and national initiatives to accelerate the shift towards SCP….” Rio+20 (2012), followed by UNGA 67 resolution (Dec 2012) “We adopt the 10-year framework of programmes on SCP patterns, as contained in document A/CONF.216/5 …” (The Future we Want: Rio+20 Outcome Document). 10 SCP Mandate - from Rio to Rio

11 Building on the Marrakech Process Development of regional SCP Strategies: in Africa, Asia Pacific, Latin America, Europe and West Asia. Development of National SCP Programmes through capacity building and implementation in over 15 countries. Seven Task Forces : voluntary initiatives led by governments, in cooperation with multi- stakeholder partners that focus on developing and implementing SCP policies, business management practices, consumer action, and related capacity building. Over 70 initiatives on SCP with 33 demonstration and pilot projects implemented worldwide. 2003-2011

12 It is a global framework of action to enhance international cooperation to accelerate the shift towards SCP in both developed and developing countries. “ Fundamental changes in the way societies produce and consume are indispensable for achieving global sustainable development. All countries should promote sustainable consumption and production patterns, with the developed countries taking the lead and with all countries benefiting from the process, taking into account the Rio principles...” (A/CONF.216/5, para 1.a)A/CONF.216/5 What is the 10YFP?

13  Accelerate the shift towards SCP in all countries by supporting regional and national policies and initiatives.  Increase resource efficiency and decouple economic growth from environmental degradation, creating new job/market opportunities and contributing to poverty alleviation.  Support capacity building and facilitate access to financial and technical assistance for developing countries, supporting the implementation of SCP activities at the regional and national (including sub-national) levels.  Serve as an information and knowledge sharing platform on SCP policies, tools, initiatives and best practices, enhancing cooperation.  Accelerate the shift towards SCP in all countries by supporting regional and national policies and initiatives.  Increase resource efficiency and decouple economic growth from environmental degradation, creating new job/market opportunities and contributing to poverty alleviation.  Support capacity building and facilitate access to financial and technical assistance for developing countries, supporting the implementation of SCP activities at the regional and national (including sub-national) levels.  Serve as an information and knowledge sharing platform on SCP policies, tools, initiatives and best practices, enhancing cooperation. 13 10YFP Main Objectives

14 14 10YFP Secretariat Hosted by UNEP Main Mandate: i) cooperate closely with and respond to Member States; ii) collaborate with all relevant United Nations bodies; iii) foster the active participation of key stakeholders; iv) contribute to the fulfilment of the 10YFP functions; v) administer the Trust Fund; vi) report biennially to ECOSOC on the activities and financial performance of the Trust Fund.

16 A 10 Member Board  Latin America & Caribbean: Chile & Mexico Main responsibilities  Assisting the secretariat in securing funding for SCP (via the Trust Fund);  Overseeing secretariat’s operation of the Trust Fund and its project approval process;  Reviewing annual progress reports by the secretariat on programmes;  Reporting annually to ECOSOC on progress;  Guiding preparations for the five-year review of the 10YFP; and  Inviting representatives of UN bodies and major groups to join meetings 10YFP Board 16

18 Programmes will serve as “umbrellas” that bring together existing and/or develop new initiatives and partnerships to fill capacity “gaps”. They will build synergies and cooperation between stakeholders, and allow scaling up and replication of policies, voluntary measures, management practices, and partnerships promoting the shift to SCP patterns, engaging governments, business, civil society, consumers and other major groups. 23 The strategic direction contained in the Medium-term Strategy provides a clear, results-based focus for UNEP programmes of work. This focus will enable UNEP to deliver on its mandate more effectively by building on its existing expertise and comparative advantage in a limited number of priority areas. MEDIUM TERM STRATEGY
