Framework Act on Low Carbon, Green Growth 3 strategies, 10 policies The world's 5th green country by 2030 Adaptation to climate change and energy independence Creates new growth engine Develop green technology as growth engine Apply green technology to all industries Establish foundation for green economy Vision Improve the quality of life and enhance the national status Green transportation, green country Green revolution in life Become model country for green growth Reduce greenhouse gas emissions effectively Strengthen energy independence from oil Enhance adaptability to climate change

6. Related laws of energy, sustainable environment The Building ActEnergy Use Rationalization Act Article 64-2 (prevent heat loss in buildings) Article 65 (certification of green building ) Article 65-2 (the certification of Intelligent Building) Article 66 ( energy use in buildings and waste utilization) Article 66-2 (Building energy efficiency rating certification) Article 4 (basic plan for rationalization of energy use) Article 10 (consultations of energy use plan) Article 14 (financial and tax support) Article 25 (Support of ESCO) Article 31 ( Report of Energy-guzzling industries) Article 36-2 (designate the buildings with restriction of interior temperature) The Energy Act Article 7 (regional energy plan) Article 8 (Establishment of an emergency energy supply plan) Article 11 (Energy Technology Development Plan) Article 17 (Administrative and financial measures) Other Laws construction standards for environment- friendly housing Promotion Law of renewable energy development, utilization and distribution

7. Policy enhancing energy performance of new buildings Green building certification for all public buildings Gross energy system for buildings over 10,000 m 2 Certification for environment-friendly buildings Certification for energy efficiency rating of buildings design standards for energy-saving of building Certification for energy efficiency rating of buildings current- apartment houses and office buildings 2012- include existing residential buildings 2013- include nonresidential buildings Insulation standards for windows & exterior walls : 20% up windows; 1.8W/m2K  1.4W/m2K Exterior wall; 0.36W/m2K  0.3W/m2K

8. Policy for improving energy efficiency of existing buildings Pilot projects for improving energy efficiency of existing buildings Management system for energy and Greenhouse gas Upgrade heating system of aged permanent rental housing 2010; pilot projects (37 EA) 2012; enforcement Certification for energy efficiency rating of buildings Current – apartment houses, office buildings 2012- existing residential buildings 2013- nonresidential buildings

9. Popularization and industrialization of renewable energy Promotion law of renewable energy development, utilization and distribution Renewable Portfolio Standard(RPS) certification system for renewable energy use buildings intensify standards for renewable energy use ; over 10% of total energy consumption The 3rd Renewable Energy Master Plan Goal of renewable energy supply by 2020  11% 1 million of Green Home, and Green Village Development by 2020 Maximize use renewable energy create 200 green villages develop Green Home Building Standards and prototype

10. Goal management system for Greenhouse gas and Energy Framework Act on Low Carbon, Green Growth Goal management system for greenhouse gas and energy Article 42 (responding to climate change and energy goal management) a system to achieve goal of Greenhouse gas reduction and energy saving through the efficient management system and action plan Applicable companies over the certain limit of greenhouse gas emissions and energy use in 3 year average greenhouse gas emissions; more than 125,000 tCO2 by 2011.12.31. energy usage; over 500TJ Promotion Procedure Select the management companies--> designate and notice--> setting the goals --> submit the action plan -->accomplish the goal--> report the implement result

11. Certification system for energy efficiency rating of buildings The Building Act Article 66-2 (certification for energy efficiency rating of buildings) Applicable buildings New apartment houses and new office buildings Certification grades (1 to 5) Apartment houses; evaluate energy saving rate compared to standard house Office buildings; evaluate the total consumption of primary energy including heating, cooling, hot water, lighting, ventilation etc. Support for Certified buildings Exemption of Acquisition tax, registration tax ; 5%-15% Mitigation of floor area ratio, landscape standards, building height limits; 4%-12%

12. Performance evaluation of environment-friendly buildings Enforcement Decree of Housing Construction Standards Applicable buildings Article 64 (construction standards of energy-saving environment-friendly house) apartment houses over 20 units Construction standards and performance of environment-friendly housing Total energy consumption or CO2 emission; Approval for Housing Development Plan requires more than 20% saving (over 60m2/unit) Approval for Housing Development Plan requires more than 20% saving (under 60m2/unit)

13. Energy-saving plan The Building Act Applicable buildings Article 66 (energy use in buildings and waste utilization) design standards for energy-saving of buildings New buildings over 500m2 GFA Amendments of Energy-saving plan Insulation standards for window and exterior wall; 20% enhancement Require energy saving equipments (standby power protection devices, bulk Off switch, etc.) Additional points for external shading devices

14. Certification system for environment-friendly buildings The Building Act Applicable buildings Article 65(Certification system for environment-friendly building) Apartment houses, office buildings, schools, retails and hotels etc. Public buildings over 10,000M2 GFA Assessment categories and grades land use, transportation, energy, materials and resources, environmental pollution, water, maintenance, ecological environment, indoor environment (9 categories) Usual, good, best, platinum(4 grades) Support for Certified buildings Exemption of Acquisition tax and registration tax ; 5-15% Mitigation of floor area ratio, landscape standards, building height limits; 4%-12%

15. Promotion for environment-friendly buildings Green developed nation by promoting environment-friendly buildings Comprehensive and systematic approach through life cycle of buildings Strengthen the foundation of green architecture environment New Existing BornMaintenanceRe-Born Strengthen design and construction standards Develop real-proved Green Home Village Activate certification system for green building Share Building Energy Information Guideline for Green Remodeling Financial support for Green Remodeling Assignment Step Strategy Vision
