8  Funding from the Refugee Programs Bureau (State of CA) via the Office of Refugee and Resettlement (ORR)  Refugee Employment Services (RES) is a program available to assist eligible refugee families in achieving self- sufficiency through employment.  The goal is employment within the 1st year in the U.S.  The services are available for up to 60 months after arrival.

9 What is VESL?  An ORR/RES approved employment activity to support refugee families acquire the skills to search for and obtain a job as quickly as possible. A plan to upgrade employment for more hours, better pay and benefits, that leads to self- sufficiency is also a component.  All of this shall be done via the Outcome Objectives:  VESL Classes/Workshops  Employment Placements  Employment Retention  Employment Upgrades  On-the-Job Training

10 RES and WTW Intersect  Programs are administered by the same Employment Service Providers (PCG & ResCare)  Employment Services staff determine eligibility for WTW and RES  Supportive services (Child Care, Transportation and Ancillary) paid through WTW while client is eligible to CalWORKs

11 Priority of Services Active or sanctioned* CalWORKs/WTW clients referred to VESL by case manager *Sanctioned clients will self/outside refer Referral form completed by County/WTW provider and a copy is given to the client for VESL provider Communication between CalWORKs/WTW and VESL provider on enrollment, participation, and completion of VESL Non-CalWORKs aided refugee parent or legal caretaker of at least 1 minor child – self- referred or by an outside organization Intake/Eligibility completed by VESL provider, no referral form necessary Case management and services provided only by VESL provider, no communication to CalWORKs/WTW needed CalWORKs-aided participants that have timed out of the program clients self- referred or by an outside organization Intake/Eligibility completed by VESL provider, no referral form necessary Case management and services provided only by VESL provider, no communication to CalWORKs/WTW needed

12 SOW Section 6.3: Collaboration with WTW Service Providers Contractor shall maintain working relationships with the WTW service providers to ensure the following: A system is in place to ensure that referrals to the VESL program from the WTW providers can be made, priority shall be given to eligible refugee WTW participants for all VESL components; and Verification of participation in the WTW program is obtained at enrollment into the VESL program, and the WTW Referral Form is completed (Attachment 2); and Exchange of information, including but not limited to: client information, hours completed in the VESL program, and other program participation data.

16 RES Funding  Refugee Employment Services is funded through the Office of Refugee Resettlement, a federal program within the United States Department of Health and Human Services (HSS). HSS regulations prohibit funds to be paid for profit. Title 45 of the Code of Federal Regulations, Part 74, Section 74.81 states the following: “Except for awards under the Small Business Innovation Research (SBIR) and Small Business Technology Transfer Research (STTR) programs (15 U.S.C. 638), no HHS funds may be paid as profit to any recipient even if the recipient is a commercial organization. Profit is any amount in excess of allowable direct and indirect costs.”

17 Anticipated Dates (Pages 8 & 9)  March 30, 2015 – Final Deadline for Questions Submitted in Writing to PCO  April 2, 2015 – Answers to all Offeror Questions is Issued by the County  April 14, 2015 – Proposals due to P&C by 3:00 P.M.  April/May 2015 – Source Selection Committee Evaluation of proposals; Award of Contracts  May 2015 – Notice of Intent to Award Published; Contract Award Notification(s); and Contract Negotiations.  May 2015 – 5 Day Protest Period begins and ends  June 2015 - Award Contract  July 1, 2015 – Contract Implementation Begins

20 6/19/2016 20 Proposal Submission  Offerors must be responsive IN ALL AREAS  Follow the directions in RFP  Written Proposal  8 ½” x 11”, minimum margins of ¾”, minimum font of 11. (RFP T&Cs Section 2.4 – page 9)  1 Original hard copy and 10 hard copies (page 15). Mark each hard copy as “Original” or “Copy” AND 2 CDs with complete proposal on each.  Financial Section - If some to be held Confidential – treat it as such. (See Indemnification Agreement page 7).  Deadline is absolute: prior to 3:00 PM on APRIL 14, 2015

21 6/19/2016 21 The Bottom Line...  The RFP Submittal Requirements:  YOU provide the appropriate information requested.  YOU describe HOW you will create/design a program that meets the stated goals & outcomes of the SOW requirements.

22 6/19/2016 22 Tips...  Read the RFP several times  Use the prescribed formats  Respond to ALL the Submittal Requirements  Do NOT assume the evaluator(s) know you  AGAIN - Do NOT assume the evaluator(s) know you!  Register for BuyNet under the applicable UNSPSC code:  861300.00 or check the website daily if not registered for the applicable UNSPSC code.
