2 yr olds in Gloucestershire New legal entitlement for 2 yr olds to access 15 hours of free high quality early education Phase 1 – 1200 children by Sept 2013 (20%) Phase 2 – 2400 children by Sept 2014 (40%) Current target is 400 during pilot phase New high quality places needed as a priority Opportunity to grow workforce Opportunity to offer hours over 48 weeks

Who is eligible? Phase 1 September 2013 Families meet criteria used to establish school – aged children’s eligibility for free school meals ;or They are looked after by the local authority. Phase 2 September 2014 Low income working families (below £16,190) in receipt of working tax credit/universal credit 2 yr olds with SEN/D Children left care under adoption, guardianship or residence order

Actions A2YOs expansion programme from 2012 to 2014 Sufficiency audit and gap analysis by children’s centre reach areas Mobilising teams within GCC and through continued activity to support programme Review code of practice/provider agreement Review EY funding formula for 2,3 and 4 year olds

Who work with you to support the programme? Early Years Commissioning Officers (information, advice and guidance.Funding decisions) Family Information Service (eligibility checker/ brokerage of places) CBIS (business development and support) Early Childhood Team (early intervention programme/ quality assurance)

How will 2 yr olds be funded? £5.22 per hour (£2,972 per child per year) Payment for places in advance Grant funding to support expansion in priority areas dependant on number of new places Opportunity to access capital funding in some settings to support creation of new places.

High Quality Delivery It is essential that all children are able to attend early years provision that is of high quality, where : staff demonstrate an ongoing commitment to continuous improvement within the setting staff avail themselves of professional development opportunities including Best Practice meetings and Local Authority training there is active engagement with the Early Childhood Team and the EY intervention programme when applicable.

Early Years Intervention Programme Is an intensive programme aimed primarily at settings who have been judged as satisfactory by Ofsted for the first, second or third time. Settings receive varying levels of intervention dependent on whether the settings is categorised as Stage 1, 2 or 3. The initial intensive stage of the programme is completed in 12 months and then settings continue to receive additional support until they are re- inspected

Who will deliver? All pre school providers with an OFSTED rated “Good” or “Outstanding” and Gloucestershire Quality Assessment Rating of ‘Developing’, ‘Establishing’ or ‘Leading’ “Satisfactory” providers who can evidence an ongoing commitment to continuous improvement; for the majority this will be through active participation in the Early Years Intervention Programme Includes childminders, day nurseries, playgroups, independent nurseries, children’s centres, schools
