Data Driven Decision Making Significant evolution in availability of central data Development of MHS Data Repository Central warehouse –Processing, Archiving, Storage and SAS Access –Data includes DEERS, MTF Data, Claims, Others –Provides data to M2 for general user access –(Many other systems also receive MDR/M2 data)
3
MDR Functions Validation Standardization Field Derivation DEERS Markets Costs/Weights DMIS ID PPS & TFL Others
4
Basic Data Flow Aurora MDR Feed Node Data sent to MDR 24/7 CHCS DEERS EAS MDR File Storage & Limited Access M2 Batches Others 1300+ users access in M2 Weekly Monthly
5
M2 Basics
6
M2 Overview What is M2? Information system used for management analysis Contains 5 years of historical data + the current year. Updates are generally provided weekly or monthly, depending on the type of data. MDR & M2 were developed rapidly in 2000 in response to Y2K issues. Never intended to “stick”. Limited access initially, now more than 1300 users worldwide Has become imbedded in the day to day to culture of the MHS
7
M2 Overview Users at all levels of the MHS MTFs Service Headquarters Regions Intermediate Commands HA/TMA MHS “Schools” (i.e. Baylor MHA) M2 also provides data to many other Service-level and TMA systems (e.g. Business Planning Tool)
8
M2 Overview M2 software is intuitive to use –Looks and feels like Windows –Easy to get started –Advanced functionality is also available! –The data inside M2 is not always intuitive WISDOM Course –TMA Website for dates and locations! –Waiting List for both Basic Course & New Advanced Course –Go ahead and get an account while you wait for basic. Advanced course has prerequisites. –Lots of information & useful skills packed into 1 week!
9
M2 Basics Business Objects software –Not specially designed for the MHS, Business Objects is a COTS product –Sits on top of a DB2 database containing MHS data files –Client/server –Flexible environment, allows for use of standard reports and ad-hoc queries –Powerful tool for analyzing and manipulating data Business Objects Training alone is insufficient for using ad-hoc features of M2.
10
M2 M2 Data Dictionary –Excel workbook –Tab for each data file in M2 –Lists each data element, definition and format –Include caveats and tips/tricks –Description of known data problems –Updated monthly Should be used by most users with every query!
11
M2 Query Panel (Menu of Choices!) Eligibility Data Relationship Data Health Care Services Production Reference Tables
12
M2 MAJOR DATA TYPES: Eligibility & Enrollment: DEERS based files Monthly information Detail beneficiary level with one record per eligible per month or one record per enrollee per month. Summary files also available
13
M2 MAJOR DATA TYPES: Health Care Services: Direct Care: Inpatient, Ambulatory and Ancillary Purchased Care: TRICARE Claims Pharmacy: Direct, Retail and Mail Detail claim or encounter level data. Summary files also available
14
M2 MAJOR DATA TYPES: Production: Summary data only Direct Care Financial: MEPRS Direct Care Workload: Worldwide Workload Report Let’s build a sample query……
15
Open up a query panel and click to the right data file. We’ll use MEPRS
16
Click on MEPRS to get a menu of available data elements!
17
Drag data elements you want in your report into this box!
18
Total Expense Pharmacy Stepdown Fiscal Year Fiscal Month
19
Build conditions in lower box Drag over data element you want to condition on, and select operator
20
After selecting the operand, M2 lets you: Choose from a pick list Type in what you want And more

23
M2 Users can also run M2 Standard Reports –Also known as “Corporate Documents” –“Publishers” are functional users who have the ability to post reports for other users. –Regular users can modify and/or run reports or simply use the data available in them. –Many HA/TMA reports are available –Very quick “flash to bang” –Really helpful for new users!
24
M2 M2 Standard Reports –Some TMA Reports are ‘already run’ –Just open them up; the data’s all there! –Last refresh date is listed clearly on the top of the report –Most users can update if necessary Here’s how it works.. We’ll use a report about “unspecified provider specialty codes” as an example.
25
Users log onto M2 File Retrieve from Corporate Documents
26
Standard Reports A list of standard reports will pop-up User highlights report of interest Clicks retrieve
28
M2 M2 Standard Reports –This report contains % of SADRs with bad provider specialty codes –These records get no credit under PPS –Standard reports were written to give MTFs an easy tool to monitor the amount of these records –All users need to do is open the report and the data are there
29
M2 M2 Standard Reports –Other TMA Reports prompt the user to identify the MTF –Child level DMISID –When user hits refresh button, report is rerun using current data. –Compare ‘last refresh date’ with data status table to determine whether there have been updates in source data since last updated centrally. Here’s how it works..
30
When a user opens a “prompted report”, it is empty.
31
The user simply needs to hit the “refresh” button
32
M2 then prompts the user to enter information… In this case, the user enters a DMISID and clicks run and out pops a report of missing SADRS.. Including who did not report the SADR and how much the service lost or may lose in PPS funding as a result.
34
M2 Overview Results from “standard reports” can be: –Further analyzed with M2 “Slice and Dice” Tool –Saved on your hard drive for future access, or to rerun at a later time. –Copied or exported into Excel –Downloaded as text –Etc… Users can change the reports, add additional detail, etc, if desired –Provides users ability to use the standard report somewhat like a ‘template’.
36
Use provider ID to determine impact of lost earnings under PPS.
37
Sorted list of estimated financial impact of missing SADRs. By provider ID
38
Include “Record ID” to assist in locating record that needs completing.
39
List of providers and their missing appointment IDs.
40
Some TMA Standard Reports
41
TMA Standard Reports Developed for different offices within TMA Resource Management Reports: –Prime Enrollment –Eligible Population –Purchased Care for Enrollees (Primary, Specialty, and Inpatient) –Non-enrolled Care at MTFs –Provider Productivity
42
TMA Standard Reports Data Quality Reports Written for Data Quality Management Control Program Integrated Product Team (DQMC IPT) –MTF Focused Reports –Provides a tool for data quality managers to improve MTF data –Most reports mimic required reporting under DQMC Program –Others address emerging topics in data quality –Some reports are high level –Others contain actionable information like “record IDs”.
43
Data Quality Reports SIDR Compliance (SIDR vs. WWR vs. MEPRS) –Includes % Complete per DQMC Metric –MTF, MTF Service, Year and Month
44
Data Quality Reports SADR Compliance (SADR vs. WWR vs. MEPRS) –Includes % Complete per DQMC Metric –MTF, MTF Service, Year and Month –% should be > 100 –Metric compares Countable Workload with Total Encounters
45
All Encounters: N= 31 Million “Count Only N= 29 Million 2 Million Non-Count Ambulatory Visits!
46
Data Quality Reports SADR Compliance (SADR vs. Kept Appointments) –Uses Appointment Data for a precise match –MTF, MTF Service, Year and Month –Half a million SADRs missing in FY07 so far –Use Action Report to locate exact records that are missing
47
Data Quality Reports Use of AHLTA –AHLTA is supposed to be a comprehensive source of information about ambulatory care at MTFs. –MEPRS Code Level –ER Indicator –Lack of use of AHLTA decreases the value of the electronic health record
48
Data Quality Reports Ungroupable DRGs –Poorly coded inpatient records –MTF, MTF Service, Record ID, Year and Month, Est $$$ –These cases would receive no PPS credit –Coders can fix with record ID
49
TMA Standard Reports Other Data Quality Reports Lost PPS Earnings Potential provider ID errors Unlisted provider specialty codes in direct care data Ungroupable APGs Potential pharmacy table problems
50
TMA Standard Reports Handbooks have been published for TMA Standard Reports –Report Specification –How to use the report –Caveats / User Warnings Contact Laura Hopkins (lhopkins@kennellinc.com) forlhopkins@kennellinc.com –A copy of the handbooks –Help with reports
51
Recap MDR is the corporate data warehouse –Feeds a popular user system called “M2” M2 is a great tool for retrieving and analyzing MTF data Ad-hoc analysis requires training / detailed knowledge of data –Should take WISDOM course for ad-hoc skills –Data Dictionary Standard reports have been written by TMA for newer users –Report handbooks & dictionary
