10 10 The Lifelong Learning Programme – Decision Nr. 1720/2006/EG, OJ L 327/24.11.2006 Whereas n° 36: "There is a need to widen access for those from disadvantaged groups and to address actively the special learning needs of those with disabilities, in the implementation of all parts of the programme, including through the use of higher grants to reflect the additional costs of disabled participants, and the provision of support for the learning and use of sign languages and Braille." Article 12 - Horizontal policies: "In implementing the Lifelong Learning Programme, due regard shall be paid to ensuring that it contributes fully to furthering the horizontal policies of the Community, in particular by […]: (b) making provision for learners with special needs, and in particular by helping to promote their integration into mainstream education and training;

13 13 Duration: January 2007 – December 2013 Budget: € 7 billion Participating countries in 2007: 27 EU-Member States Norway, Iceland and Liechtenstein Turkey The programme is also open for future participation to: (Swiss Confederation) (Countries of the Western Balkans)

14 14 Leonardo da Vinci programme : Community action programme to promote cooperation in vocational education and training. Focuses in two main priorities:  Development of a well- functioning European labour market (Copenhagen Declaration process);  Modernisation of the European Education and Training systems (Lisbon Agenda).

15 15 LdV Objectives A.Specific (Art. 25.1) Support participants in training and further training activities in the acquisition and the use of knowledge, skills and qualifications to facilitate personal development, employability and participation in the European labour market; Support improvements in quality and innovation in vocational education and training systems, institutions and practices; Enhance the attractiveness of vocational education and training and mobility for employers and individuals and facilitate the mobility of working trainees.

16 16 LdV Objectives B.Operational (Art. 25.2) a)Improve the quality and increase the volume of mobility throughout Europe of people involved in initial vocational education and training and in continuing training, so as to increase placements in enterprises to at least 80 000 per year by the end of the LLP; b) improve the quality and increase the volume of cooperation between institutions or organisations providing learning opportunities, enterprises, social partners and other relevant bodies throughout Europe; c)Facilitate the development of innovative practices in the field of vocational education and training other than at tertiary level, and their transfer, including from on participating country to others; d)Improve the transparency and recognition of qualifications and competences, including those acquired through non-formal and informal learning; e)Encourage the learning of modern foreign languages; f)Support the development of innovative ICT-based content, services, pedagogies and practice for lifelong learning.

18 18 Multilateral projects Development of innovation Transfer of innovation CONTENTDevelop a brand new solution to help several countries to cope with a common challenge in the area of VET which is not yet addressed One (or more) solution(s) in the area of Lifelong Learning that is (are) already implemented in one or more countries and needs to be adapted for implementation in some other countries AIMModernisation of educational and training systems of the countries participating It is for benefit of the partners and the country(ies) involved

19 19 2007 Call for proposals Specific priorities in Comenius and Grundtvig but general priority for all sub programmes Results: 7 centralised projects for the benefit of handicapped people will be funded (5 Grundtvig, 1 Leonardo, 1 Valorisation). In addition projects selected in the participating countries (decentralised).

21 21 Promotion and awareness-raising Dissemination Exploitation Publicising the existence of programmes and the availability of funding Providing information in a planned way to relevant audiences Multiplication: end-users adopting or applying results Mainstreaming: using results for policy development Dissemination & exploitation play an important role in reinforcing capacity to transform and modernise education and training systems and practices (Lisbon and citizenship agendas) Dissemination and exploitation of results – What and Why?

22 22 Dissemination and Exploitation of Results in Lifelong Learning Programme 2007-2013 Art 1.3 (k) Specific objective ‘ to encourage the best use of results, innovative products and processes and to exchange good practice… in order to improve the quality of education and training’ Art 3.2 ‘The Transversal Programmes shall comprise the following four key activities: …. (d) dissemination and exploitation of results of actions supported under the programme and previous related programmes, and exchange of good practice’

23 23 Dissemination and exploitation of results – Where in the new Programme? In all sectoral programmes and Key activities Languages and ICT (compulsory dissemination and exploitation plans for all projects) Under Accompanying Measures (Information and communication activities, Thematic monitoring, Exploitation events, Information on project results)

24 24 Actions supported by KA4 – dissemination and exploitation actions to develop and embed a European strategy on exploitation of results in the field of Lifelong Learning (= multiplication) actions to test and develop ways of transferring and embedding project results into policy (= mainstreaming)

25 25 What actions will KA4 support? European level activities to promote active exploitation of results (conferences, seminars and other exchanges between products and potential new users) –Priority will be given to actions for exploitation of results by existing networks (not funding for network start-up or running costs) where there is a clearly articulated user requirement.

26 26 What actions will KA4 support?  Capacity-building projects to identify, engage and promote networks with the potential to act as intermediaries for the exploitation of results Eg actions to identify network contacts, establish an ‘exploitation’ remit for the network(s), promote and implement marketing techniques and methodologies for the transfer and exploitation of results  Actions to support the improved accessibility of project results Any IT-based proposals will need to include concertation with NAs and/or Commission

27 27 KA4 Dissemination and Exploitation of Results Preference to projects which: cover two or more areas of lifelong learning and/ or related activities in fields of culture, media, citizenship and youth; involve key decision-makers; show potential for significant measurable impact beyond the local level

28 28 Ideas to valorise the results of the Project “Conversion” Getting all partner organisations involved to « transfer your project results » and convince potential new users Lobbying on local, regional, national and European level Presenting the project outcomes at valorisation conferences and thematic seminars organised by National Agencies in participating countries
