The Role of the International Hydrographic Organization in Marine SDI Implementation Maureen Kenny NOAA National Ocean Service Office of Coast Survey
2
International Hydrographic Organization Established 1921 to support safety of navigation and protection of marine environment Objectives –Coordination of nat’l hydro offices activities –Uniformity in nautical charts & documents –Adoption of reliable & efficient methods of performing and using hydro surveys –Development of hydro sciences and techniques 80 maritime “states” are members Prince Albert I of Monaco
3
Terms of Reference Marine Spatial Data Infrastructure Working Group Identify IHO’s pertinence to be involved in development of national SDI’s Examine technical issues related to ensuring interoperability within MSDI and with land-based SDIs Identify actions and procedures the IHO should take to contribute in support of member states Inform IHO Member States of benefits of forging links
4
Activities Audit of Member States Completed audit of IHO Member States on establishment of National Marine SDI: –knowledge and understanding of benefit –Capability in supporting development Self Assessment –SDI Strategy & Policy –People & Communication –Data Management –Data Framework/Standards –Data Dissemination 43 Member States responded
5
Developed and Developing Nations Compared [2008 and 2011]

Provided: –Frequently Asked Questions –Stakeholders List –Hydro Data Policy Best Practice Guidelines for HOs –SDI Awareness Training Course Template Activities cont’d SDI AWARENESS TRAINING COURSE (TEMPLATE) Duration: 1 day Objectives: By the end of the session the delegate is able to: demonstrate basic knowledge and understanding of SDI identify and understand the necessary practical steps to engage in SDI understand the value and benefit SDI brings to an organization identify and understand the costs necessary to ensure successful delivery SDI AWARENESS TRAINING COURSE (TEMPLATE) Duration: 1 day Objectives: By the end of the session the delegate is able to: demonstrate basic knowledge and understanding of SDI identify and understand the necessary practical steps to engage in SDI understand the value and benefit SDI brings to an organization identify and understand the costs necessary to ensure successful delivery

Marine Spatial Data Infrastructure Working Group Directed to be established in 2007, began work Jan 2008 Working group under what is now Hydrographic Services and Standards Committee (HSSC) E-mail correspondence and 3 face-to-face meetings Diverse participants 2010 – New work plan 26 Member States
22
Participation Outreach to Member States Expert contributors invited to request participation

Definition Spatial Data Infrastructure Used to summarize –activities- relationships –processes- physical entities that provide for integrated management of –spatial data –information, and –services Promotes geospatial data sharing and facilitates data use NSDI MSDI SDI
25
Level 5 – NSDI Policy Published and MSDI Strategy in Place Level 3 – Policies in Development Level 1 – No NSDI or MSDI Strategy Exists Developed and Developing Nations Compared [2008 and 2011]
26
Level 5 – Database is part of NSDI with no replication elsewhere Level 4 – Database is complete, held by theme with metadata, supporting product outputs Level 3 – S57 and/or digital hydro survey data in database, mutations in multiple locations, not all data stored with corresponding metadata Level 2 – ENC and/or raster data held only. Paper or file- based storage Level 1 – Paper format only Developed and Developing Nations Compared [2008 and 2011]
27
Level 5 – ALL data fully available in digital format – searchable, describable, and downloadable through standardized interface Level 4 – Digital data available via internet-based methods (maybe limited user groups), not fully searchable, describable, and downloadable Level 3 – Produces and distributes some digital data via selected off-line media Level 2 – Analogue form only. Digital data internal use only Level 1 – Paper only 543210543210
