Vista Verde Ranch Revised Draft Environmental Impact Report Vesting Tentative Tract 47449 & Oak Tree Permit 99-028 Project Description :70 unit single family residential development on 60.4 acres in unincorporated area. 5 open space lots including 1 park lot. Residential lot sizes 10,000 – 31,217 sq. ft. Project Access :New road via a 47.5 foot wide private bridge to San Dimas Avenue; no access to Valley Center; gated emergency access to Calle Bandera Other Features :Off site sewer 4000 feet in length extended west through Mesa oaks unincorporated area. Grading of 470,000 cu. yds. cut & fill. Removal of 129 oak trees & encroachment into protected zones of 24 oak trees. Mitigation Measures Geotechnical :No significant adverse impact following mitigation. Mitigation includes geotechnical/ soils analysis, plan check, inspection & Building Code compliance. Hydrology :No significant adverse impact following mitigation. Mitigation includes hydrology study, drainage concept plan & storm drain improvements. Water Quality :No significant adverse impact following mitigation. Mitigation includes BMP’s & NPDES compliance. Noise : No significant adverse impact following mitigation. Mitigation includes limits on construction activities, blasting prohibition & construction mitigation for houses within 65 dBA-CNEL contour.

Tree replacement of 330 trees & coastal sage scrub habitat replacement off-site in Bonelli Park (conceptually approved by County Parks Dept.). Other mitigation includes raptor survey/protection of nests/focused gnatcatcher study. Cultural :Demolition of existing structures on-site is considered significant unmitigated adverse impact. Mitigation includes standard archaeological monitoring and photographic documentation of historic structures being removed. Paleontology :No significant adverse impact following mitigation. Mitigation includes standard monitoring.

No mitigation required by project specific impacts but proposed mitigation includes providing double left turn lanes for s/b traffic on San Dimas Avenue at Via Verde and other striping modifications on San Dimas Avenue. Education :No significant adverse impact following mitigation. Mitigation includes school fees. Library :No significant adverse impact following mitigation. Mitigation includes library fees. Aesthetic : No significant adverse impact following mitigation. Mitigation includes lighting plan, temporary trail during construction, County park fees, landscaping along Antonovich Trail to screen view of bridge from trail.

Vista Verde Ranch Revised Draft Environmental Impact Report Vesting Tentative Tract 47449 & Oak Tree Permit 99-028 Key Issues Identified by County Planning Staff Potential issues involve impacts from oak tree removals, access, the sewer connection and grading. Some of these are associated with off-site improvements proposed to serve the project through adjacent properties, including the Mesa Oaks residential neighborhood to the west and the City of San Dimas which surrounds the project site. The City of San Dimas has previously indicated concern regarding the adequacy of the DEIR, said impacts, particularly connections from or through the City’s boundaries for the access and sewer, in addition to traffic and various environmental impacts. Numerous comments have been received on the project, mostly in opposition to the proposal and associated impacts.

Vista Verde Ranch Revised Draft Environmental Impact Report Vesting Tentative Tract 47449 & Oak Tree Permit 99-028 Preliminary City Comments on Project All outstanding issues related to connection of streets and/or sewers though or into the City should be fully addressed prior to further action on any development proposal. Any consideration of alternative designs needs to understand these self-created limitations and respect the unique environment and character of the entire 150 acres (not just the so-called project site); respect the impact to the historic and environmental character of the Tzu Chi property; and, respect the residential neighbors on all sides of the property (Via Verde, Valley Center and Mesa Oaks). Since this property is located in an adopted Sphere of Influence, any development should be processed through the City with the intent of annexation and any project should respect the City General Plan and zoning.

Vista Verde Ranch Revised Draft Environmental Impact Report Vesting Tentative Tract 47449 & Oak Tree Permit 99-028 Preliminary City Comments on RDEIR (continued) Fails to provide for adequate coordination and/or approvals with/from City of San Dimas for various plans including street improvements along all of San Dimas Avenue, street lighting, intersection improvements, etc. Does not adequately provide for needed safety improvements at San Dimas Avenue especially in consideration of recent closure of equestrian trails and ongoing safety evaluation of the entire corridor Compliance with some recommended conditions may require additional environmental analysis The proposed project is not appropriate for the subject property and creates significant adverse impacts which cannot be reasonably mitigated.
