GHANA Active since the establishment of the network and has helped in setting the agenda. The GN-PBO Assembly is this is the place to learn how a PBO works. Identifying key issues for PBOs has been an important aspect which has helped in the development of the PBO in Ghana. The idea that having a legislation to set up a PBO is not actually the case – Ghana has set up their office without a formal legislation in place. Mr. Hardi Nyagsi Mohammed

KENYA V/S UGANDA KENYAUGANDA FRAMEWORK Treasury became a power house Set up under the Public Finance Management Act, 2012 Set up as a result of financial reforms in the country Passed the Budget Act in 2001 Members wanted more information and active participation in the budget process, hence created the Budget Committee and the PBO STRENGTHS More concentration on the tax and revenue side Provide alternatives to the budget, now MPs act as a budget watch More focus on the expenditure side External Debt situation in the country The PFM Act, 2015 has provided for mandatory Parliamentary reporting and approvals WEAKNESSES To get quality information Creating networks between the PBO and the Executive Obtaining timely and quality info High staff turnover Being accepted by Government and internally by Parliament HOPES FOR THE NETWORK Sharing good practices Important to keep managers coming, not only second level staff This network is a school and we can only learn from each other

TRINIDAD & TOBAGO Q: In one word, how would you describe the 4 th GN-PBO Assembly? A: Awesome Q: What new techniques/skills have you gained? A: Wonderful ideas for budget analysis and communicating to Members and stakeholders. Q: What challenges are you currently facing, that you have maybe found a possible solution to at this Assembly? A: Our biggest challenge is progress. It has been very slow. The GN-PBO has showed me that it’s ok for progress to be slow.

SCOTLAND The will to do the job It all started with: Individual enquiries A lot of flaws in the budget Independence of Scotland The challenge is to manage the expectations of Members The trick is to produce what the Members want (Format of reports, timing) The beauty of this network is we are able to borrow from each other and use each other’s work

NIGERIA The legal framework is important; if it is not in place then there is no need for an independent PBO. On Wednesday 8 th June, 2016 the law was passed by Parliament to formally set up the PBO, this is the 4 th time the law is presented. The office has been operating for the past 6 years, however the lack of independence has tremendously affected its operations. Diversity – the most fundamental aspect gathered from this PBO network.

SEYCHELLES The proposal to set up the first PBO at the National Assembly of Seychelles Office informally set- up, but with not much success; no political will 1 st GN-PBO The PBO was inactive After the Assembly, the proposal to revamp the PBO was brought forward and welcomed by the Members of Parliament 3 rd GN-PBO The proposal has been formally submitted to the Cabinet of Ministers for approval New approach: Appeal to the Opposition to make some noise 4th GN-PBO

SOUTH AFRICA Q: In one word, how would you describe the 4 th GN-PBO Assembly? A: Excellent Q: What new techniques/skills have you gained? A: I learned that complex models or software is not required to achieve the objectives of a PBO. The standardization of colors or even just the direction of labels can make graphs more useful. Q: What challenges are you currently facing, that you have maybe found a possible solution to at this Assembly? A: Whether the PBO really should get involved with the analysis of programme performance. Subsequent to the conversation on programme performance budgeting I had my answer. I am now totally convinced that the work of the Policy unit in the PBO will make a huge impact.

SERBIA V/S JAMAICA SERBIAJAMAICA FRAMEWORK Project aimed at establishing a services within the parliament for providing expert assistance for MP’s and Committees on budgetary, fiscal and macroeconomics matters. Respond to enquiries of MP’s, but also provides its own proactive analysis. Does not give recommendations. Inability of members to analyze data. Inability of Committees to provide analytic support. Recommendation from the World Bank to establish a PBO. STRENGTHS No previous relation to parliament, political parties or government, so hopefully it would be easier to have impartiality and credibility. Researchers backgrounds cover both in depth knowledge of the fiscal system and broader economic issues. Has support of most parliamentarians. Design an establishment being financial supported by IDB. WEAKNESSES Access to data that are not public available. Researchers issue with covering all areas of interest. Issue related to how the office would be incorporated into the organizational structure of the parliament. New concept may cause distrust and suspicion by the Executive. Will not be governed by legislation initially. HOPES FOR THE NETWORK Learn, learn, learn!! Specifically: methodology, communicating with MP’s, internal procedures, guidelines, etc. Peer reviewing. Improved quality of Committee reports that could influence changes in policy. Improved research support to Parliamentarians which would enhance the quality of contributions to debate.

CAMBODIA INPUTS DEVELOPMENT OUTPUTS Documents and presentations Great attention and enthusiastic to learn new things and build the network High quality expertise and experience have pushed the frontier of discussion participants seem to get rid of differences and enjoy making friends in an altruistically friendly manner The content of the conference is excellence as it was based on the demand side Tools and skills that they can use in their PBOs Resourceful documents Learned from different cultures and experiences To fill the theoretical and practical gap

SOUTH KOREA Q: In one word, how would you describe the 4 th GN-PBO Assembly? A: Welcoming. Q: What new techniques/skills have you gained? A: On the tax analysis, there are competing approaches which can be applied in PBO in countries which are diversified in cultural backgrounds. Q: What challenges are you currently facing, that you have maybe found a possible solution to at this Assembly? A: It will take more time to recognize them.

SUMMARY The 4 th GN-PBO is adding value to a lot of countries that were part of this year’s Assembly. There is still a lot to be learned from each other and the best part is we can learn from other’s mistakes. Going forward we think that value creation should be driving the agenda of this meeting. We have developed two useful documents: 1.The Guidelines for Operationalization of a PBO 2.The Budget Analysis The framework is only the starting point for developing a full detailed guide for budget analysis.
