November 19, 2002 – Congress passed the Homeland Security Act of 2002, creating a new cabinet-level agency DHS activated in early 2003 Original Mission Overview Prevent terrorist attacks within the United States Reduce America’s vulnerability to terrorism Minimize the damage and recover from attacks that do occur

Rather than create a new agency from scratch, DHS combined several existing Federal agencies into a “superagency”. Agencies combined into DHS include: Transportation Security Administration (TSA) U.S. Customs U.S. Immigration and Naturalization Services U.S. Secret Service U.S. Coast Guard Federal Emergency Management Agency (FEMA)
