SCOH Implementation Plan 9.0 – Workforce Planning and Development Identify priorities for current training needs 10.0 – Project Delivery Examine and recommend changes to standards, policies, etc to promote collaborative project delivery and accelerate the design, construction, inspection of projects Subcommittee Items

SCOH Implementation Plan 11.0 – System Preservation Identify and promote primary technologies, strategies, etc to support rapid construction, rehabilitation, preservation and maintenance of the highway system and improve system conditions Subcommittee Items

Streamline/Accelerate Project Delivery Create a Joint Technical Committee on Project Delivery SCOH Strategic Objective on Project Delivery Assist SCOH with delivering Strategic Action Items on Project Delivery. Look at crosscutting project delivery and project manage- ment issues.

Joint Technical Committee on Project Delivery Two members from each of the SCOH Subcommittees that are involved project delivery; Members representing other relevant standing committees (eg. Environment, Planning); Select individuals not currently on subcommittees but are recognized as having expertise in select ares related to project delivery. Member names from SCOH Subcommittees (Design) to be provided by Subcommittee Chair by Aug. 1 st.

Joint Technical Committee on Project Delivery – Initial Charges Develop guidance to streamline coordination and management of cross-cutting issues Develop guidance to accommodate expansion of innovative contracting methods Develop a process to promote advances in project delivery time, cost, and quality Engage stakeholders from crosscutting areas to improve construction schedule, cost, and quality Engage and coordinate with FHWA Devise a meeting format or communication process which creates cross-discipline communication Conduct at least two annual meetings using teleconference or other electronic media Basic Premise: seek to avoid expensive travel; use electronic media
