Transport Committee Leading the way Travelling with a sensory impairment in London

Transport Committee 1. Improving the provision of real-time travel information across the network, in formats accessible for people with a sensory impairment. Roll-out of flat screen information monitors on board. Delays and disruptions communicated by drivers, across modes. Failures in audio/visual systems tracked and fixed quickly.

Transport Committee 2. Making ‘turn up and go’ a reality for passengers, by increasing the skills, availability and visibility of staff on TfL services and the National Rail network. Making sure staff are visible at ticket gates (e.g. uniforms). Increasing staff skills in communicating with passengers with sensory impairments. Rolling out ‘turn up and go’ on National Rail.

Transport Committee 3. Increasing enforcement against private hire operators and drivers who refuse to accept passengers with assistance dogs, and facilitating complaints from passengers who have experienced this problem. Increasing the number of prosecutions for refusal to accept assistance dogs. Making it easier for passengers to complain about minicab drivers and operators.

Transport Committee 4. Ensuring greater consistency in bus design, including the availability of hearing loops and providing clearer, accessible signage. Improving bus layout and ensuring consistency across routes. Increasing driver skills in communicating with passengers with sensory impairments. Clear signage, for instance about the availability of hearing loops.

Transport Committee 5. Using technology to making it easier for visually impaired bus passengers to identify the bus they need to board. Building on the iBus system to release real-time bus location data. Develop apps to enable identification of correct bus at stops on multiple routes. Working with industry to address risks of ‘silent buses’.

Transport Committee 6. Working with boroughs to remove excess street clutter from London’s pavements, while applying consistent guidance to ensure ‘shared space’ environments are safe for pedestrians with a sensory impairment. Applying accessible design guidance to ‘shared space’ including outside Crossrail stations. Auditing tactile paving at stations and fixing faults. Vigilant, coordinated approach to street clutter.

Transport Committee 7. Monitoring the impact of TfL’s experimental bus stop bypasses on pedestrian safety, and undertaking thorough analysis before committing to wider roll-out. Assessing impact of bus stop bypasses on pedestrians with visual impairment at existing locations before wider roll- out. Consider further safety measures, such as announcements on buses for alighting passengers.

Transport Committee 8. Strengthening TfL’s customer charter to set out the service standards which people with a sensory impairment can expect when using the transport network. Guarantees for service standards, e.g. availability of ‘turn up and go’, acceptance of assistance dogs. Build on the existing charter to clarify rights of passengers with a sensory impairment.
