OSC Overview The USCG Operations Systems Center (OSC) develops, fields, maintains, operates and provides user support for Coast Guard enterprise information systems to improve Coast Guard mission performance through the innovative application of technology. Our Vision Be the United States Coast Guard’s premier provider of best- value, innovative, and secure mission-critical enterprise systems. 2

OSC’s Enterprise Approach 9 OSC is adopting an enterprise approach as part of several initiatives supporting the C4ITSC transformation that will occur over the next several years.

Product Line Consolidation 10 OSC recently retired our six Product Lines in favor of a Portfolio Working Group-focused structure consolidated within a single Information Systems Product Line. This new model leverages the ITIL Business Relationship Management (BRM) structure, roles, and responsibilities to serve as a bridge between the IT organization and business partners (Sponsors, Asset Managers, and other key HQ stakeholders). Product Line Managers and Analysts now work with OSC’s clients to define and customize specific levels of services requested.

Cloud Services 16 BUSINESS SUPPORT Entails the set of business-related services dealing with customers and supporting processes Includes the components used to run business operations that are client-facing, such as business relationship management, contract management, inventory management, and accounting and billing PROVISIONING AND CONFIGURATION Includes automatically deploying cloud systems based on the requested service/resources/capabilities; adjusting configuration/resource assignment for repairs, upgrades and joining new nodes into the cloud Provides a metering capability at some level of abstraction appropriate to the type of service (e.g., storage, processing, bandwidth, and active user accounts) PORTABILITY AND INTEROPERABILITY For portability, sponsors are interested to know whether they can move their data or applications across multiple cloud environments at low cost and minimal disruption From an interoperability perspective, sponsors are concerned about the capability to communicate between or among multiple clouds Cloud Provider Business Support Provisioning/ Configuration Portability/ Interoperability SECURITY PRIVACY Service Layer Service Orchestration IaaS PaaS SaaS Resource Abstraction and Control Laye r Physical Resource Laye r Hardware Facility Cloud Service Management CLOUD SERVICES MODEL

Information Assurance Procurement 21 Interim OSC Information Assurance Configuration Management (IACM) 6-month Base (1 June 2016 to 30 Nov 2016) with 5-month Option (1 Dec 2016 to 30 April 2017) Competition under C4IT Service Center IDIQ contract Larger Cybersecurity contract effort currently being put in place (tentative start June 2016) Contract vehicle under development by CGCYBER OSC will issue new a Task Order after the Cybersecurity contract is in place (around March/April 2017)
