The up-front costs of dam removal is less than or equal to repair estimates. Factoring in 30-year O&M costs, removals cost less than repairs. Costs of repair and maintenance ranged from 27% greater at Briggsville Dam to 4 X more at Whittenton Dam. Dam removal reduces flood risk to surrounding properties. All of the study dams caused localized flooding due to stormwater behind the dam (in addition to the risk of dam failure). Removing the dams reduces flood risk; flooding has not been an issue where dams were removed. Decreased flood risk reduces costs of flood response & increases property values. The reduced risk of flooding means: avoided costs of infrastructure damage, travel delays on area roads, costs of emergency response and business closures. No dam = increase in property value both for dam owners and neighboring property owners. Industrial Economics Report

Economic Benefits (per Williams College) The $8.78 million expenditures on Hoosic River Revitalization (HRR) S. Branch will result in $13.8 million of increased economic activity in Berkshire County. $12.5 million of the $13.8 million increase will take place in N. Adams and neighboring towns. The $8.78 million expenditures on HRR S. Branch will support 108 jobs in Berkshire County during the project. Of these jobs, 97 will be supported in N. Adams and neighboring towns. As a result of HRR S. Branch expenditures, state and local taxes paid in Berkshire County will increase ~ $400,000 of which almost $350,000 will occur in North Adams and adjacent towns.
