Experience you can trust. Benefits and beneficiaries of standardized meters AMR Interoperability New Delhi April 25 th 2009 Hans Vrinds Kema Consulting
2
Standards and interoperability No vendor lock-in No vendor lock-out Reduced batch sizes (no epidemics, phased introduction) Level playing field for all market participants Metering equipment moves towards a commodity
3
Object of standardization Functionality – Metering equipment for electricity and gas – Switching equipment (breakers and valves) – Gateways / data concentrators Communication – Communication modules for metering equipment – Repeaters – Gateways / data concentrators
4
Standardized components
5
Applied standards Functionality for metering and switching equipment is standardized in the NTA 8130 Communication meter to DC/head-end is standardized for metering and switching equipment using DLMS/COSEM (IEC 62056) with companion standards Communication between meters is standardized through M-bus (EN 13757-2, EN 13757-3 en EN 13757-4) Communication with in-home display is standardized using NEN- EN-IEC 62056-21and NEN-EN-IEC 62056-61 Communication for gateways/data concentrators using web services over XML
6
Buying equipment (Utilities perspective) CustomStandard Requirements elicitation Start from clean sheet Based on existing specifications Evaluation offers Comparing apples and pears Comparison on TCO and quality Acceptance testing Typical one-off test facilities Shared test facilities Deployment High cost for integration Easy integration SupportHigh cost, standard or custom features Low cost, no custom features
7
Selling equipment (manufacturers perspective) CustomStandard Product development No reference for new products Simple, based on standards Preparing offers Many questions and issues to address Certificates and commercial conditions Factory testing Typical one-off test facilities Use certified test organization SupportMany customers many wishes Adhere to the standard
8
Facilitating the market by verifying standards Kema is a notified body that will set up an independent test facility addressing all major aspects of equipment – Compliancy with European legislation (MID etc.) – Verifying standard functionality (NTA 8130) – Verifying communication standards (IEC and EN standards) – Accelerated life-cycle tests (IEC 62059-31) Beneficial to buyers and vendors of equipment
