2. State: Ultimate rule setting and rule enforcing Unitary, federal, or confederal Sovereignty is the actual ability of states Legitimacy is the belief by citizens

Nation: Derived from “Natio” State and nationality = nation Nation is politically organized Burges and Gumplowiz believed the main difference between nation and nationality is the size of their population

Culture, ethnicity, history May or may not have their own state Abstract Cultural elements Nation is ethnic but state may include more nation
