14. Commercial Data License Issues Management of licensed data – costly. Distribution restrictions within the Federal Civil science community difficult and prohibitive to oversee. Government scientists don’t care about “selling” data. Need one data license for Civil Agencies & partners – freedom to distribute as required. Government does not want to compete with satellite operators for distribution revenue.
