Discussion Questions 1. Briggs suggests that MTO is a strong-idea-weakly implemented program, and its success lies in cooperation between the tenant, landlords, housing agencies, and support services/community institutions. What lessons can we learn from MTO to increase cooperation between these institutions to improve the future experiences of MTO participants and Section 8 voucher holders, or the design of new poverty dispersal programs? 2. Imbroscio suggests that an individual's decision to partake in programs like MTO or Gautreaux are less about choice and more about coercion. How can we develop policies that promote choice and omit policymaker bias? As policymakers, how can we balance our perspectives/opinions, while respecting desires (culture) of the impoverished communities we are trying to help? 3. The case study on Dundalk, MD highlights place-based strategies to improve declining conditions in one formerly affluent suburb. Is it possible to have successful place-based strategies, without threat of gentrification, in suburban areas? Is poverty dispersal the only tool to prevent gentrification? 4. Are there any place and person based (revitalization and dispersal) policies?
