1 New Customs House SAD matching and e-Manifest

2 EMS (Electronic Manifest System) was introduced in Oct 2014. This system allows Revenue’s systems to match the third country goods listed on a manifest against the corresponding SAD. Currently the EMS is operating in “interim” matching mode. 75% of the State’s imports and exports move through Dublin Port. NCH are attempting to liaise with as many declarants as possible who use Dublin Port, where SAD/SADs submitted by them have received an error match i.e. the required matching fields on the SAD do not match the required fields on the manifest

3 Matching Requirements 1.ID of Means of Transport (box 25) (either IMO No. of Vessel or Flight No) 2.Estimated Date of Arrival/Departure (box 44) 3.Transport Document Type (box 44) The “Document Type” as entered on the manifest (e.g. N704,N705) 3.2 Transport Document Number (box 44) (The “Bill Code” as entered onto the manifest) 4.Declared Quantity: (box 31.5) This figure can either reflect the quantity shown on the line number on the e-manifest or can be lower. It cannot be greater then that shown on the e-manifest.

Unique Line of Package Reference (box 31.4) i.Line number : The line number on the relevant Transport Document referencing the goods i.e. the where the goods are listed on the Bill of Lading e.g. line 1, line 2 etc. ii.All goods must be given a unique line reference on the Transport Document by the CARRIER for unambiguous identification of the packages. 6. Mode of Transport (Sea or Air)

8 Matching rate Dublin Port to 31.01.2016 is 13% DUB100 From 01-01-2016 to 31-01-2016 Total SADs matched : 841 Not matched : 5,325 Explanation No. of SADs affected The transport document declared on the SAD did not match the transport document declared on the associated manifest, this may be either: The transport document type. The transport document reference number 4,334 The number of packages quoted in your SAD declaration is greater than the number of packages available for write off on the manifest. 92 No matching line of packages was found. This is a discrepancy between the SAD and the manifest with regard to the unique line of package reference. Important It is important to note that the AEP clearance system will only record the first error it encounters. The recording of an error does not necessarily mean that all other matching data is correct. The data fields on which matching occurs is as follows: – Mode of Transport – Identity Means of Transport – ETA/ETD – Transport Document reference – Number of packages – Unique line of package reference 108
