2 History of Rice County Water Plan Original adopted in 1990 Second Local Plan in 1997 Third in 2003  Detailed document  Asset inventory Fourth in 2010  Priority Concern Scoping Document  Public Survey  Technical/Advisory Group Current Implementation Update  Effective until December 31 st, 2019

3 Local Water Management Plan Purpose Address potential and existing water resource related issues Determine how those identified resources can be protected, preserved and enhanced in Rice County.

4 Impaired Waters –Purpose Federal Clean Water Act requires states to adopt water quality standards to protect lakes, streams, and wetlands The standards define how much of a pollutant (bacteria, nutrients, turbidity, mercury, etc.) can be in the water and still meet designated uses, such as drinking water, fishing, and swimming.

5 State Statute The Comprehensive Local Water Management Act (Minnesota Statutes Sections 103B.301 to 103B.355) encourages counties to develop and implement a Comprehensive Water Plan. The plan must: Covers the entire area of the County; Addresses water problems in the context of watershed units and groundwater systems; Based upon principles of sound hydrologic management of water, effective environmental protection, and efficient management; Consistent with comprehensive water plans prepared by counties and watershed management organizations wholly or partially within a single watershed unit or groundwater system; and Clearly specify the period covered by the comprehensive water plan and must extend at least five years, but no more than ten years, from the date the Board of Water and Soil Resources (BWSR) approves the comprehensive water plan.

7 What it Means Prioritized Areas to focus where implementation matters most Targeted Practices within the priority areas provide direction for on-the-ground action based on sound science Measurable Results that show the pace of progress towards the identified goal
