Out of School (OOS) State Coordinators Webinar - June 28, 2012 Out-of-school (as defined in file specification N/X 043) means youth through age 21 who are entitled to a free public education in the State but are not currently enrolled in a K through 12 institution. This could include students who have dropped out of school, youth who are working on a GED outside of a K through 12 institution, and youth who are “here-to-work” only. It does not include preschoolers. The out-of-school category is only collected for homeless students served in LEAs with McKinney-Vento subgrants. NCHE will be developing resources to assist with collection of out-of-school data.
