3 Methodology of SWOT judgment SWOT quality SWOT analysis describes the situation in given territory, identifies true strengths and weaknesses, realistic opportunities and threats, and there is the clear division among them SWOT is well integrated – not too detailed and reflects the territory as such and provides a real picture of the situation It is good instruments for further strategic decisions and provides enough arguments for selected priorities, measures, activities Techniques enabled „bottom up“ design of SWOT in the territory (how it was designed?

Is there the logic between SWOT and development priorities? Does the SWOT have enough arguments for the selected development priorities, objectives, measures and activities?

6 Methodology of the problem analysis and selection of development priorities judgment analýza Quality of elaboration The most important step in the strategy design –the heart of the strategy The result of problem analysis shall be key development areas, in which it is important to target intervention in order to achieve whished change. The difference among major and key problems and how this was recognized in the analysis Formulation of priorities which are not objectives Techniques used to recognize the key problems and enabling broad participation in their selection

8 Important questions to be asked (each question ranking 1 – 5, 1 – worst, 5 – best) Did the problem analysis lead to the right key problems identification, in which intervention will be targeted? Do the selected key problems reflect SWOT analysis? Are key problems identified important for the whole territory? Are development priorities reflecting identified key problems? Are they well formulated? Are development priorities well interlinked with strategic objectives, specific objectives and measures Do they help to follow the vision? Did teqniques used enabled public participation in the design of the development problems?
