Magaña, BIML Director NCSLI Salt Lake City, July 2004 Many quantities have to be monitored Gases in the atmosphere (toxic gases, greenhouse effect) Particles in the atmosphere (soot, asbestos) Heavy metals in water, food, soil Hydrocarbons in water, food, soil Chemical and biological pollutants in water, food Ambient radioactivity, radioactivity of food products etc.

Magaña, BIML Director NCSLI Salt Lake City, July 2004 Traceability and accuracy of measurements may be a difficulty Quantities to detect and to measure are not always well defined (for example fibers or particles in the atmosphere) Measurement standards do not always exist (for example toxicity of pollutants in water) Quantities and concentrations to detect or to measure may be quite small and close to the best measurement capabilities

Air quality measurements may be made for two purposes: surveillance of the impact of potential sources of pollution surveillance of the resulting air quality for citizens Air quality depends on the location of the measurement: shall it be measured in cities at ground level? shall it be measured in calm or windy locations?

That measurements are representative of the actual nuisances and risks That measurement results are reliable and credible: That measurements are comparable from one location to another That measurement results are obtained using recognized procedures and equipment Thet measurement results are obtained with an appropriate accuracy

Magaña, BIML Director NCSLI Salt Lake City, July 2004 Metrology for the environment must be taken seriously by States States have to prescribe references, methods, traceability and reliability requirements when environmental monitoring is prescribed Traceability and intercomparisons for these measurements have to be organized by the States These technical requirements must be based on recognized elements in order to increase confidence in environmental monitoring

The OIML is an Intergovernmental Organization which aims to increase cooperation in legal metrology: Exchange of experience on measurement issues Spreading technical information on measurement issues Harmonizing practices Fostering mutual confidence

These publications may help regulators: To know the state of the art in environmental measurements To provide confidence to citizens in environmental measurements

OIML Documents and Recommendations also: Provide users and citizens with impartial, agreed reference documents for establishing confidence in measurements Provide manufacturers of instruments with harmonized sets of requirements which should satisfy the national authorities

The OIML develops cooperation in legal metrology so that OIML Members may rely on each other's competencies and facilities for supporting their own competencies and facilities. This cooperation results in particular in mutual acceptance of test reports, which benefits both industrialized and developing countries.
