POLITICAL - NATO promotes democratic values and encourages consultation and cooperation on defence and security issues to build trust and, in the long run, prevent conflict. consultation MILITARY - NATO is committed to the peaceful resolution of disputes. If diplomatic efforts fail, it has the military capacity needed to undertake crisis-management operations. 9 Russia continues to oppose further expansion, seeing it as inconsistent with understandings between Soviet leader Mikhail Gorbachev and European and American negotiators that allowed for a peaceful German reunification. NATO's expansion efforts are often seen by Moscow leaders as a continuation of a Cold War attempt to surround and isolate Russia. Ukraine's relationship with NATO and Europe has been politically divisive, and contributed to "Euromaidan" protests that saw the ousting of pro-Russian President Viktor Yanukovych in 2014.
