It is said by Shylock, one of the pricipal characters in the play, refering to the other pricipal character, Antonio. The quote clearly shows the huge amount of religious intolerance that was present at that time, and how it was normal to express it.

It is said by Antonio to Bassanio, showing how much he distrusts Shylock and how developed his hatred toward him is. He not only calls Shylock a villain, but also an “evil soul”. This two strong terms were said in the same sentence, showing once again, how perfectly common Christian hatred towards Jew, is.
