Environmental Services Vector Control Program A program under Environmental Services Department (ESD) Annual Budget $708,000 out of $844,882,786 city budget 9 Officers to cover El Paso County 9 Foggers and 9 automatic power sprayers Fog only public right-of-ways, do not enter private properties
2
Environmental Services Vector Control Program Provide public outreach and presentations 350,515 acres treated in 2015. El Paso County is 649,600 acres large Investigate unkempt/not maintained pools in private residences Investigate possible breeding site in vacant/foreclosed homes Setup mosquito traps to determine activity and type of mosquitoes
3
Vectors in El Paso County Of the 3 that bear the primary responsibility for the spread of human diseases from the approximately 3500 species of mosquitoes, 2 are in El Paso County o Culex-encephalitis, and the West Nile Virus. o Aedes- Yellow Fever, Dengue, Chikungunya, Zika Only female mosquitoes take a blood meal. o Use blood not for their own nourishment but as a source of protein for their eggs. All species need water to breed

Mosquito Life Cycle
6
Aedes Aegypti A dangerous vector in urban areas. Closely associated with humans and their homes. Adult mosquitoes are commonly found indoors and within 10 – 25 ft around home. Larval habitats are typically containers on the household premises.
7
Aedes Albopictus More play a larger role in transmission in the United States due to its wide distribution. Biting adults are found both indoors and outdoors, but are most commonly found outdoors. Readily lay eggs in natural water sources like treeholes but will also use manmade containers
8
Surveillance: Monitor the populations of potential vectors in area by using Gravid, BG- Sentinel, and CDC Light traps. Implement larval surveillance programs to determine the number/type, and removal of containers producing Aedes and Culex species mosquitoes. Have developed and established close lines of communication with local and state health department to share epidemiological and ecological data and obtain information about travel-related or locally-transmitted disease cases in the area. Integrated Vector Management (IVM) to control Zika virus vectors

Integrated Vector Management (IVM) to control Zika virus vectors
10
Source Reduction: Reduce mosquito densities by removing larval habitats. Remove discarded, unused, and unmaintained containers through community involvement Larval control: When source removal is not feasible, biological or non-biological larvicides are applied to current and potential larval habitats. Apply EPA registered larvicides to control mosquito larvae. Integrated Vector Management (IVM) to control Zika virus vectors
11
Adult mosquito control: Adulticide done only when adult mosquitoes are present. Aedes aegypti and Aedes albopictus are most active during the day. They are not controlled effectively by standard nighttime ultra-low volume (ULV) applications. Early morning/late evening ULV applications are recommended against these species. If case residences or areas of transmission can be rapidly identified, ULV or barrier applications to residences or areas will be done to reduce the likelihood of vectors feeding on infectious people. City of El Paso Municipal Code: Chapter 9.24 - MOSQUITO CONTROL Sections: 9.24.010 - Unlawful collections of water—Declared nuisances. It is unlawful for the occupant or owner of any premises in the city or within five thousand feet of the corporate limits thereof, or the agent of the owner, if the owner is a nonresident or absent from the city, to cause, suffer or permit any collection of standing or flowing water in which mosquitoes breed or are likely to breed on such premises, unless such collection of water is treated in the manner prescribed by the director of the department of environmental services or his duly authorized representative, so as to prevent the breeding of mosquitoes, and any such collection of water so unlawfully maintained is declared to be a nuisance. 9.24.020 - Unlawful collections of water—Examples. The collections of water included within the terms of this chapter are those which are contained in ditches, ponds, pools, excavations, holes, depressions, cesspools, privy vaults, fountains, basements, cisterns, tanks, shallow wells, barrels, troughs (except horse troughs in frequent use), urns, cans, boxes, bottles, tubs, buckets, defective house roof gutters, tanks or flush closets or other similar places where water accumulates. Best Prevention is YOU Get rid of anything that will holds water that does not serve a purpose Ponds and pools make sure water recirculates and remains clean Tip birdbaths and water bowls for pets every few days Repair window/door screens to keep mosquitoes outside Get rid of tires that are no longer useful Summary
14
Best Prevention is YOU Cover or store cans indoors Apply insect repellant while outdoors Wear clothing that covers your legs and arms when outdoors Use air conditioning Report incidents of stagnant water (Call 311) Summary
