3 -70 th ICRP Main Commission Meeting. 0ctober 20, 2013, Abu Dhabi 21- HERCA Overview. Creation: In 2007 on the initiative of ASN. Voluntary association. Background: –Recognition of the need for increased co-operation between Radiation Protection Authorities within Europe. –Need for a common understanding, mutual approach and harmonization whenever possible. Objectives: –to build and maintain a network of chief radiation safety regulators in Europe by promoting exchange of experience and learning from each other’s best practices ; –to discuss and develop a common approach to significant radiological protection issues when possible –to have an impact on the practice of radiological protection, within the States of HERCA members.

Structure: Chairmanship: Mr LACOSTE, ASN, France 2007-2008 Mr HARBITZ, NRPA, Norway 2008 – 2011 Mr MAGNUSSON, IRSA, Iceland 2012 - 2015 Board of Heads Working Groups (WG): four - Emergencies - Medical Applications - Non medical sources & practices - Radiation passbook & Outside workers Task Forces (TF): on demand Technical Secretariat Approved Internal & External Policies (Dec. 2010) -E&T in RP -Update HERCA‘s policies -Veterinary

5 -70 th ICRP Main Commission Meeting. 0ctober 20, 2013, Abu Dhabi 21- HERCA Overview External relations: The total number of organisations, associations, platforms, projects etc, with which relation has been established has been increasing especially over the 2 last years (> 40). Special status of the European Commission: regular observer in Board & WG meetings. Coordination of efforts established with major stakeholders (i.e; MoU w/ FDA, IAEA, NEA). Some achievements ( more details on www.herca.org ):www.herca.org −European radiation passbook & practical guidance for its implementation. − A promising common European strategy in a nuclear emergency (distant & domestic) situation is under development “Top-Down approach”. −Several joint statements and common views approved (i.e; the justification of x-Ray scanners in security, in the medical and non medical field, etc ).

6 -70 th ICRP Main Commission Meeting. 0ctober 20, 2013, Abu Dhabi 21- −Participation of ICRP Chair and ICRP Scientific Secretary. −Invitation to HERCA by ICRP Chairperson to become Special Liaison Organization, accepted by the Board of HERCA during HERCA 11. Common membership: ICRP: an outstanding relevant stakeholder Invitation to ICRP by HERCA Chairman to have an HERCA- ICRP dialogue during HERCA 11 in Reykjavik (26/06/2013) HERCA – ICRP relationship Current members in both org.:Former ICRP members: Dr. A. McGarry (RPII, IE) Dr. M. Bourguignon (ASN, FR) Dr. S. Magnusson,current HERCA Chairman (IRSA,IS) HERCA is an ICRP Special Liaison Organization since 2/7/2013.

7 -70 th ICRP Main Commission Meeting. 0ctober 20, 2013, Abu Dhabi 21- −ICRP: “A Strategic Look at ICRP” & “The ICRP Programme of Work” −Some HERCA authorities (BE, FR, ES, SE) presented views on: What RP problems should ICRP tackle in the coming years? How can ICRP improve the way it operates? How can ICRP more effectively engage with other organisations while retaining the necessary independence? Structure (2h. dedicated session): Focus on ICRP - HERCA dialogue (HERCA 11) Dialogue: −Interesting and constructive dialogue in which ICRP representatives commented some of the questions raised by HERCA and HERCA members were able to ask ICRP representatives for clarification of issues raised and additional information. −Some of the topics highlighted: individual radiosensitivity, children protection and justification (notably in medicine field).

8 -70 th ICRP Main Commission Meeting. 0ctober 20, 2013, Abu Dhabi 21- Focus on ICRP - HERCA dialogue (HERCA 11) Dialogue (Cont.): −Individual radiosensitive expressed to be one of the most challenging topics in RP in the coming years due also to its ethical implications. −The Board was very interested in knowing more details about the operation and the fundraising campaign launched by ICRP, (criteria to accept funding, how to guarantee continued independence, transparency…), the interaction of ICRP with observers, etc. An overview of all inputs received prior to the meeting and those presented during the meeting was sent to ICRP.

9 -70 th ICRP Main Commission Meeting. 0ctober 20, 2013, Abu Dhabi 21- Conclusions: Focus on ICRP - HERCA dialogue (HERCA 11) −ICRP strategy and programme of work, positively received. −The efforts towards improving the way in which ICRP operates with more transparency and more effective engagement with important stakeholders was also welcomed, stressing the need for transparency and the importance of ICRP maintaining full independence at the same time. −The importance of and expectations to ICRP from HERCA members were expressed clearly. HERCA expressed support for ICRP and wished ICRP all success in the future.
