3 Food and Agriculture Organization of the United NationsInternational Atomic Energy Agency 3 2008-2009 Subprogramme: Improving Food and Environmental Safety To enhance Member State capabilities in: The use and increased application of irradiation for sanitary and phytosanitary purposes Enhanced collaboration with other international organizations to effectively prepare for and respond to nuclear accidents or radiological events affecting food and agriculture Enhanced laboratory quality control procedures and integrated approaches to monitor and control food contamination The application of nuclear and related analytical techniques to improve food safety and quality, protect the environment and enhance international trade

4 Food and Agriculture Organization of the United NationsInternational Atomic Energy Agency 4 2008-2009 Project: Irradiation and Agricultural Countermeasures for Food Safety and Trade Objectives: To enhance Member State capabilities in: The implementation of post-harvest applications of irradiation in food and agricultural commodities Improved preparedness and response to nuclear accidents and radiological events affecting food and agriculture, including the application of agricultural countermeasures Relevant outcomes: Increased application of irradiation for sanitary and phytosanitary purposes Updated and harmonized arrangements and procedures related to nuclear emergencies and radiological events affecting food and agriculture Updated IAEA Basic Safety Standards (BSS) in relation to food and agriculture

5 Food and Agriculture Organization of the United NationsInternational Atomic Energy Agency 5 2010-2011 Subprogramme: Improving Food Safety and Consumer Protection To improve food safety and quality in Member States and enhance international trade through: The use and increased application of irradiation for sanitary and phytosanitary purposes Increased use of traceability and authenticity techniques and laboratory quality control procedures to monitor food contaminants and residues through the application of isotopic and related analytical methodologies Enhanced collaboration with other international organizations to effectively prepare for and respond to nuclear accidents or radiological events affecting food and agriculture

6 Food and Agriculture Organization of the United NationsInternational Atomic Energy Agency 6 2010-2011 Project: Post-harvest Phytosanitary Applications of Food Irradiation to Facilitate International Trade Objective: To improve Member State capabilities in the implementation of post-harvest applications of irradiation in food and agricultural commodities Relevant outcome is the increased application of irradiation for sanitary and phytosanitary purposes, as measured by: Number of countries approving the use of food irradiation Number of countries with facilities Number of facilities treating foods Estimated volume of products traded

7 Food and Agriculture Organization of the United NationsInternational Atomic Energy Agency 7 Types of Activities Related to the Application of Food Irradiation Support intergovernmental decision making by coordinating and providing technical input, especially to the International Plant Protection Convention, in the establishment of international standards Promote education and expertise by training personnel in the application of international standards and in the operation of facilities used for sanitary and phytosanitary purposes Foster information exchange by expanding and updating web based resources and databases, including distance learning programs Promote research and development by coordinating research projects on irradiation Provide scientific and technical contributions to the technical cooperation program

10 Food and Agriculture Organization of the United NationsInternational Atomic Energy Agency 10 Current Activities IAEA Collaborating Centre for eLearning and Accelerated Capacity Building for Food and Environmental Protection Established under the University of Costa Rica in July 2007 Created in partnership with the Korean Advanced Radiation Technology Institute (ARTI) ARTI will undertake activities related to industrial applications of radiation technologies in the area of food science, biotechnology and agriculture ARTI is committed to providing facilities for conducting FAO/IAEA training workshops in the application of standards related to food irradiation and in the operation of irradiation facilities

11 Food and Agriculture Organization of the United NationsInternational Atomic Energy Agency 11 Current Activities Food Irradiation Databases Food Irradiation Facilities database is a compilation of information on facilities for the irradiation of foods intended for human consumption, with data on country name, facility contact details, type of irradiator and energy source Food Irradiation Clearances database is a compilation of information on country approvals of irradiated foods for human consumption, with data on country name, class of food, specific food product, objective of irradiation, date of approval and recommended dose limit Both databases are maintained by the Food and Environmental Protection Subprogramme of the Joint FAO/IAEA Division of Nuclear Techniques in Food and Agriculture Available on the IAEA NUCLEUS portal for nuclear knowledge and information (http://nucleus.iaea.org/NUCLEUS/nucleus/Content/index.jsp)

14 Food and Agriculture Organization of the United NationsInternational Atomic Energy Agency Conclusions Future subprogramme activities will primarily focus on the application of irradiation for phytosanitary purposes, including quarantine The subprogramme will continue to seek collaborative regional centres and facilities for training in the continued application of international standards and the operation of irradiation facilities Where appropriate, collaboration with other international organizations, including the IPPC and Codex, will be strengthened The subprogramme will continue to develop web based resources and databases Activities will include the sponsoring of visiting scientists, the convening of ad hoc groups of experts to provide independent and authoritative advice, the implementation of research projects and support to the FAO/IAEA technical cooperation programmes
