Housing and Homelessness Plan County is Mandated by Province to Have a housing and Homelessness Plan in place by Jan. 1, 2014 Part of Ontario’s Long Term Affordable Housing Strategy Vision: To improve Ontarian’s access to adequate, suitable and affordable housing and provide a solid foundation on which to secure employment, raise families and build strong communities

Provincial Objectives To have people who are homeless obtain and keep their housing To have people at risk of homelessness remain housed Emphasis on a “Housing First” approach Improve coordination between community services

HHP Context Housing Services Act Sets legislative and regulatory framework Housing Policy Statement Sets out provincial interest for local housing plans Recent direction to municipalities to permit second suites Housing and Homelessness Plans Comprehensive 10 year plan developed locally

Northumberland County Housing and Homelessness Plan Long term housing vision Provide understanding of existing homelessness and housing continuum Update demographic/needs analysis Undertake consultation/engagement plan Results in a Northumberland 10 year plan Opportunity to determine County/local priorities and future directions

Consultation and Engagement Regularly attend County co-ordinators meeting Present to each of seven area municipal councils in March Key informant interviews Community meetings to be held in multiple areas first in late winter/early spring on community input on housing and homelessness needs second in late spring/early summer on draft directions Key informant interviews with existing support agencies and housing providers Media advertisements Information on County website – survey questions

Northumberland HHP: Process & Timelines February/March/April: Review/update housing supply and demand/housing and homelessness needs March - May: Key informant interviews & community input sessions June - August: draft directions at second round of community sessions, review with County representatives Opportunity for online comment throughout consultation process September: Produce report with recommendations Fall: Council approval, review by MMAH January 2014: Housing and Homelessness Plan in place
