4 Federal Acquisition Service 4 PROFESSIONAL SERVICES SCHEDULE - MIGRATIONS  Helpful Hints  Firm is not required to retake pathways for success unless Schedule contract(s) awarded prior to creation of training. The system will automatically upload the first certificate it sees.  If training is required, it takes less than 2 hours to complete and is no cost.

5 Federal Acquisition Service PROFESSIONAL SERVICES SCHEDULE - MIGRATIONS  Helpful Hints  A firm does not have to do the Readiness Assessment  A firm can upload a blank document for the sections labeled as “Administrative Proposal, Technical Proposal, and Pricing proposal”(or one of those documents required in items 5 – 13) into the system under the section headers required. 5

The template contained in the solicitation should be used or you can modify one of your current SCA tables (one that was already awarded) and add any missing labor categories to it. 8

9 Federal Acquisition Service PROFESSIONAL SERVICES SCHEDULE - MIGRATIONS  Helpful Hints  Submitting a CSP & PPL under the migration process  The eOffer application requires that an automated CSP be filled out prior to the submission of any offer. At a minimum the Consolidated CSP contained in the eOffer application must be filled out with all of your migrated SINs and total estimated dollar values. 9

10 Federal Acquisition Service PROFESSIONAL SERVICES SCHEDULE - MIGRATIONS  CSP & PPL Continued …  Contractors can then do one of the following for the remaining CSP requirements:  Transfer all of the information that is awarded on your Single Schedule contracts CSP onto the Consolidated CSP and onto a Consolidated PPL (document 7) or  Attach the agreed upon CSP and the awarded PPL from the Single Schedule contracts and request that these versions be awarded under the new Consolidated contract.  Note: this process is meant to transfer over existing terms and conditions only. If you are aware of changes that need to be made to your contract those changes should be requested via a modification after the Consolidated contract is processed. 10

11 Federal Acquisition Service PROFESSIONAL SERVICES SCHEDULE - MIGRATIONS  Helpful Hints  Duplicative information between PPL & CSP if you are submitting a new or revised version – Specifically items 4(a) and 4(b)  The proposal price list (Document 7) will suffice for the information requested in items 4 (a) and 4 (b) of the CSP. You do not need to provide anything else for this requirement *unless you have awarded exceptions/deviations. 11

Disregard the option – Instead, focus on the migration.  What happens if a firm has $25k or less on program SINs? Disregard the sales value – if you received a letter – we want you to migrate.  What happens if a firm did not receive the letter advising of the migration process? Email: kathy.jocoy@gsa.gov. 13

NO!  A firm must first migrate the affected program contracts (e.g.MOBIS, PES, Language, Environmental, Logworld, FABS, AIMS) then  MODIFY the new contract TO ADD SIN(s) 14

15 Federal Acquisition Service PROFESSIONAL SERVICES SCHEDULE - MIGRATIONS  FAQs  How should a firm proceed if they have commercial pricing on one contract and cost build up on another?  Transfer them “as is” onto the consolidated contract. It is not necessary to make one or the other change its basis of pricing. We are not here to box you in! 15

No – Because the firm already holds a Consolidated contract there is no need to migrate – Instead, a firm should submit a modification to add the SINs from the single schedule contract to the 00CORP contract. 17

21 Federal Acquisition Service PROFESSIONAL SERVICES SCHEDULE - MIGRATIONS  FAQs  What are the instructions that speak to BPAs?  Submit a list of all active Blanket Purchase Agreements (BPAs) and identify the end date of each BPA. Also, submit a list of all awarded Task Orders with remaining options to be exercised and identify the end date of each order. This will ensure the single schedule remains in place for the duration of the BPA(s)/Task Order(s) only. All new work will be placed under the resulting Consolidated contract. 21

What will the modification from GSA say?  As noted in the migration instructions a firm must disclose copies and/or information relating to any existing BPAs and/or task orders with option periods. 22

24 Federal Acquisition Service PROFESSIONAL SERVICES SCHEDULE - MIGRATIONS  BPA, Task Orders continued….  Body of SF30:  Services awarded under this contract were migrated to Contractor Name Consolidated Schedule Contract GS-00F-XXXXX effective DATE and therefore the Government and Contractor Name agree to the following: (see next three slides for remaining language) 24

25 Federal Acquisition Service PROFESSIONAL SERVICES SCHEDULE - MIGRATIONS  BPA, Task Orders continued…. 1.No price related modifications or EPAs will be applied to this contract except for price reductions triggered under the price reductions clause. 2. The Government will not exercise any remaining option periods associated with this contract 3. No additional stand alone Task Orders can be awarded or BPAs established (including Orders/BPAs under a Contractor Teaming Arrangement) under this contract unless the award/establishment is made in response to an RFQ issued prior to the Consolidated Schedule contract migration completion. 25

26 Federal Acquisition Service PROFESSIONAL SERVICES SCHEDULE - MIGRATIONS  BPA, Task Orders continued….  BPAs established from this contract that were awarded prior to the Consolidated Schedule contract migration completion will continue in effect until the BPA or this contract expires, whichever occurs first unless the BPA contains language allowing a modification of its parent contract number to the Consolidated Schedule contract number. Task orders may be placed against existing BPAs until either the BPA or this contract expires, whichever occurs first. 26

27 Federal Acquisition Service PROFESSIONAL SERVICES SCHEDULE - MIGRATIONS  BPA, Task Orders continued….  Task Orders issued against this contract (including orders against an existing BPA from this contract) prior to the Consolidated Schedule contract migration completion shall be completed in accordance with the terms and conditions of Clause 52.216-22 INDEFINITE QUANTITY OCT 1995 (DEVIATION I—JAN 1994), paragraph (d) unless terminated by the ordering activity. 27

28 Federal Acquisition Service PROFESSIONAL SERVICES SCHEDULE - MIGRATIONS  What about language that might help in an RFQ Situation at the agency ordering level:  A potential solution to address BPAs would be to ensure that both ordering offices and industry partners add the following suggested language when a BPA is issued and/or an offer against a BPA request is submitted 28

29 Federal Acquisition Service PROFESSIONAL SERVICES SCHEDULE - MIGRATIONS  BPA, Task Orders continued….  The BPA (or offer if submitted by industry) will be effective under the BPA holder’s GSA Schedule xxx Contract(s) to include any additional extensions under this FSS contract or any new follow-on FSS contract award for these products/services. Transfer of the BPA to the follow-on FSS contract will depend on the following conditions (i) The products/services offered for the BPA are available on the follow- on or migrated Schedule Contract; (ii) The discounting or pricing strategy remains unchanged on the BPA: (iii) Socioeconomic status remains unchanged; (iv) All other terms and conditions remain the same; and (v) In accordance with FAR 8.405-3(d), the ordering activity concludes that the BPA still represents the best value to the Government for the purpose of which the BPA was established. 29

30 Federal Acquisition Service PROFESSIONAL SERVICES SCHEDULE - MIGRATIONS  What’s Next?  On or about 12/4/2014 internal meeting will be held to determine if region 10 will retain Energy Management SINs as complementary to professional services (same as IT and HR). Affected existing 00CORP firms will be advised  On or about 12/15/2014 FBO will announce the complete transition of single schedule solicitations to 00CORP 30

31 Federal Acquisition Service PROFESSIONAL SERVICES SCHEDULE - MIGRATIONS  What’s Next?  On or about 3/1/2014 notification will be posted in FBO announcing complete shutdown of single schedule solicitations with redirection to the Professional Services (aka 00CORP) solicitation  On or about 4/1/2015 only the Professional Services Schedule solicitation will remain in place for Region 10 31
