WestEd.org Data-Based Decision Making Universal screening- identifies the risk pool based on skills or behaviors that are highly predictive of reading, math, or behavioral problems Progress monitoring- provides information about rates of improvement related to skills identified for targeted intervention Data tracking- effective processes or programs allowing schools to analyze and use data to inform instruction and intervention 5

WestEd.org 1-5% 5-10% 80-90% Intensive Strategic Benchmark Response to Intervention Multi-tiered Framework Special Education Benchmark Strategic Intensive Academic SystemsBehavioral Systems

WestEd.org Academic Tiers in Review Tier I- Benchmark High quality evidence- based instruction that occurs in the general education classroom and is implemented by a general education Teacher. Tier II- Strategic General education instruction plus specialized evidence- based intervention provided in a timely manner for students at-risk for failure. Intended for students less than two years behind in grade level. Tier III- Intensive Most intensive, evidence-based instructional program to meet the needs of individual high-risk students are more than two grade levels below in reading or math skills. 7

WestEd.org Key Vocabulary Universal Screening Progress Monitoring Diagnostic Assessment

WestEd.org Universal Screening A process in which all students are assessed to identify which students need a specific intervention. Note: ‘Universal’ usually refers to a grade level (e.g., all students in a specific grade are screened).

WestEd.org Screening Defined Universal screening measures consist of brief assessments focused on target skills to identify students who are at risk for failure. Universal screening is typically conducted three times per school year, in the fall, winter, and spring. (Jenkins, 2003) 10

WestEd.org Progress Monitoring Set of assessment procedures for determining the extent to which students are benefiting from instruction and for monitoring the effectiveness of instruction.

WestEd.org Progress Monitoring Defined Progress Monitoring involves assessment that is used to demonstrate rate of improvement in skills or curriculum and to identify whose growth is inadequate. Progress monitoring aids teachers in determining when instructional adjustments may be necessary. (Stecker, P.M., & Hintze, J.M, July 2006) 12

WestEd.org Diagnostic Assessment Diagnostic assessments ascertain, prior to instruction and intervention, each student’s strengths, weaknesses, knowledge, and skills.

WestEd.org Diagnostic Assessments Defined Establishing the students strengths, weaknesses, knowledge and skills permits the instructor to adjust the curriculum to meet each pupil’s unique needs. (Kellough et al, 1999; McMillan, 2000).

WestEd.org Investigating Screening and Progress Monitoring Tools Guidance from the National Center on RTI (NCRTI) on evaluating potential Universal Screening Tools http://rti4success.org

WestEd.org Aimsweb Progress Monitoring and RtI Assessments: Reading, Math, Behavior - K-8 AIMSweb Reading Early Literacy Letter naming fluency, syllable segmentation fluency, letter sound fluency, syllable reading fluency – individual assessment Reading Curriculum based measures- I minute oral reading fluency passage – individual assessment MAZE Reading- group comprehension assessment Language Arts Spelling CBM- group administered Written Language CBM- group administered

WestEd.org Aimsweb Progress Monitoring and RtI Assessments: Reading, Math, Behavior - K-8 AIMSweb Math Test of Early Numeracy Missing number, number identification, oral counting, quantity discrimination Individually administered- 2-3 minutes per probe Math Computation Group administered – 2 minutes Math Concepts and Applications Individually or group administered- 3 minutes

WestEd.org Aimsweb Progress Monitoring and RtI Assessments: Reading, Math, Behavior - K-8 Behavior: Progress Monitoring Options School site determines the following to screen and monitor: Which behaviors to monitor: Prosocial behavior School-wide expectations Custom behavior How frequently to monitor Rating response options Who does the rating Rating takes a few minutes per student

WestEd.org Classworks Universal Screener Reading & Math - K-10 Reading – Group administered – 30 minutes Adaptive- identifies needs for additional specialized instruction Math- Group administered – 30 minutes Measures 3-6 major strands based on grade level Adaptive- above and below grade level skills

WestEd.org Discovery Education Predictive Assessment Reading & Math- Grades K-12 Three benchmark assessments – predict proficiency on state high stakes assessments Administered 4 months and 7 months prior to state assessment Group administered- 40 minutes each Identify students at risk and focus on state standards for alls students

WestEd.org easyCBM Reading & Math –Grades K-8 Reading Multiple choice reading comprehension – group administered-25-40 minutes Passage fluency – individually administered – 1 minute Vocabulary- group administration – 15 minutes Math Three screening measures developed with reference to specific content in mathematics (National Council of Teaching of Mathematics) Individual or group administration – 30 minutes

WestEd.org Group Assessment and Diagnostic Evaluation K– 12 Group Reading Assessment and Diagnostic Evaluation (GRADE) Norm-references standards based reading assessment Administered individually or to a group – 45-90 minutes 11 test levels Group Math Assessment and Diagnostic Evaluation (GMADE) Norm-referenced standards bases assessment of math skills Group administration- 45-90 minutes Includes 9 test levels- subtests include: Concepts and communication Operations and communication Process and communication

WestEd.org STAR Assessment System Reading & Math Grades K- 12 Early Literacy K-3 Computer based adaptive assessment of early literacy skills Seven domains- 10 minutes Reading General reading achievement and reading comprehension Administered to groups or individuals – 10 minutes Math Assesses full range of math abilities Administered to group or individuals – 15 minutes

WestEd.org Dynamic Indicators of Basic Early Literacy Skills (DIBELS) Next GradesK-6 Early Literacy Letter naming fluency Nonsense word fluency Phoneme segmentation fluency Individual administration – 2 minutes each probe Reading Oral reading fluency Individual administration – 2 minutes each probe DAZE comprehension assessment Group administration- 3 minutes each probe

WestEd.org Questions to Consider: What is the purpose of the assessment? What areas are assessed? How long does the assessment take? How long does scoring take? How frequently can the students take the assessment? Are there multiple probes? How many? How easy is it to access the data? What types of reports are generated? What is the cost of the tool? What technology is required? What type of training is required? Who can give the assessment? Does the vendor provide access to training and technical support?

WestEd.org Reflecting on the Big Picture Based on the assessment materials you review: Which assessment materials provide the data needed: For identifying the need for interventions? For placement decisions? To identify skill gaps? For progress monitoring? 26
