Electrical Installation II2 Introduction n To explain in general terms the significance of various documents n To understand the meanings of –‘Regulations’, –‘Code of Practice’, and –‘Standards’

Electrical Installation II3 Terminology n Regulation –A law binding document published by an authority legally vested with the necessary power. –e.g. The Electricity (Wiring) Regulations, Chapter 406

Electrical Installation II4 Terminology n Standard –A technical specification or other document available to the public aimed at the promotion of optimum community benefits. –e.g. The British Standards and the IEC Standards

Electrical Installation II5 Terminology n Code of Practice –A document providing practical guidance for the design, manufacture, setting-up, maintenance or utilization of equipment or installations. –e.g. the Code of Practice for the Electricity (Wiring) Regulations

Electrical Installation II6 Electricity (Wiring) Regulations 1990 n A legal document drafted by the Electrical & Mechanical Services Department. n Sets out in statutory form the general and specific safety requirements for consumers’ fixed electrical installations, of either low or high voltage.

Electrical Installation II7 Code of Practice for the Electricity (Wiring) Regulations n Provides technical guidelines to help the electrical trade comply with the statutory requirements in the Electricity (Wiring) Regulations. n Some fixed installations are exempted, e.g. MTRC, KCRC, Government Buildings, etc. n CoP has been conferred upon ‘deemed-to-satisfy’ status.

Electrical Installation II8 IEE Wiring Regulations n Now part of the BS, i.e. BS 7671 n An authoritative set of requirements in UK for the design and installation of electrical system in buildings n Similar status as the CoP in Hong Kong

Electrical Installation II9 British Standards n In Hong Kong, British Standards are among a number of Standards recognized in the CoP as reference in the design, construction and manufacture of equipment

Electrical Installation II10 Harmonization Documents & European Standards n European Committee for Electrotechnical Standardization (CENELEC) –Harmonization Documents (HDs) –European Standards (ENs)

Electrical Installation II11 Guo Biao (GB) n One of the Standards added to the list of recognized standards in CoP.

Electrical Installation II12 International Electrotechnical Commission Publications n International Electrotechnical Commission (IEC) is an international Standards organisation responsible for the preparation of Standards for electrical equipment n A counterpart of the International Organisation for Standardisation (ISO)

Electrical Installation II13 Other National Standards n CoP also recognizes several other national Standards, such as ANSI, JIS, AS, etc.

Electrical Installation II14 Others For examples, n Fire Services Ordinance, Fire Services (Installation and Equipment) Regulations; n Factories and Industrial Undertakings Ordinance, n Dangerous Goods Ordinance n Disability Discrimination Ordinance - can make reference to Design Manual : Barrier Free Access 1997 n Supply Rules (required by HEC and CLP Power)

Electrical Installation II15 Certification Bodies n The CoP requires that all equipment must be designed, constructed and manufactured to relevant recognized standards, and so certified by recognized certification authorities. n For product testing and certification: –HKAS, HOKLAS, or equivalence n For short-circuit testing: –KEMA, ASTA, or equivalence
