Regional & global challenges in migration, trade facilitation and cross-border crime cannot be solved by one country alone Neither border security nor trade facilitation can be ensured by one border service alone 873 million euro committed to border management through EU external cooperation in 44+ countries since 2002

4 3 What is IBM? Concept for managing a country’s borders more effectively and efficiently Common approach that involves ALL relevant border services In practice it means COOPERATING, COORDINATING, COMMUNICATING & PROVIDING MUTUAL ASSISTANCE at: National level - within a service/ministry; between all services; with non-state actors International level - between countries, services and international organisations

16 15 Overall Project Objective To contribute to the development of a long-term capability of the Lebanese security system to control risk and guarantee the respect of the rule of law, thus ensuring: Greater security for citizens Sustainable stabilization processes for the country

17 16 Specific Project Objective To provide support to the Lebanese authorities to secure and control the borders in accordance with national and international IBM standards, guidance and good practices (Guidelines for IBM in EU External Cooperation and EU Customs Blueprints), thus: Increasing the security of its citizens Promoting facilitation of trade Promoting development Promoting human contact
