AISP EUROCONTROL Analysis ♦ ANSP’s should have in place a technical infrastructure that meets relevant ECIP objectives. ♦ Under the managerial control of ATSP the requirement for SMS is also applicable. Safe, efficient, continuous provision of services Quality of services Contingency Plans ♦ Introduction of a properly organised quality management system containing procedures, processes and resources necessary to implement quality management. ♦ Ensure that aeronautical data are traceable to their origin at any time. ♦ Must describe the procedures in case of interruption or degradation. ♦ It should contain agreements with other units (eg, adjacent AIS providers, EAD) and include a checklist to be used in case of fall-back. ♦ It should also describe actions to resume service

AISP EUROCONTROL Analysis Ensure information availability & suitability Integrity of data & level of accuracy Compliance with ICAO standards ♦ Aeronautical Information Services must ensure the integrity and accuracy in order to meet the operational requirements. ♦ It must encompass data from the source till the publication. ♦ Aeronautical information must perform the functions required to meet the users requirements. ♦ Be available and suitable for flight planning, flight management systems and flight simulators. ♦ Methods and procedures must be in place to guarantee the compliance with relevant ICAO standards. ♦ Differences notified to ICAO to be also included.

Quality of services Criteria Complianc e ► A quality system compliant with requirements of Annex 15 ► ISO 9000 series of quality assurance standards provide a basic framework for the development of a quality assurance programme ► Quality policy meeting needs of different users ► Provide evidence of quality system by means of manuals and monitoring docs ► Quality system implemented in conformity with ISO 9001-2000 ► Valid ISO 9001 certificate issued by an appropriate accredited organisation internationally recognised Evidenc e

Contingency plans Criteria ► Docs of fallback procedures & LoAs ► Fallback training plans, contingency exercises ► Records of training performed ► Procedures covering short, medium & long term disruptions ► Co-ordination & agreements with other units ► Ensure staff is aware of procedures and has relevant training ► Contingency plans coordinated with other units and agreed LoAs ► Implementation of local contingency systems ► Smooth and controlled degradation and redundancy Complianc e Evidenc e

Availability & suitability Criteria ► Customer service in place with registry, help-desk, accounting and customer complaint handling ►Documentation of procedures, including results and corrective actions ► Provision of Aeronautical data based on Annex 4 & 15 ► Provision of Integrated aeronautical information package (IAIP), including charts ► Whenever possible use of suitable electronic media ► Existing system in place to automatically process Aeronautical data ► Procedures for regular verification of availability and suitability. ►Corrective actions in place. ► Become EAD client/provider ► Implement integrated briefing Complianc e Evidenc e

Criteria Complianc e Integrity & accuracy Documentation of procedures & monitoring: ► ISO 9001:2000 certificate (every 3 years) ►E xternal audit reports & corrective action reports ►Agreements between originators & AISP Evidenc e ►Implementation of common data quality measures, from origination to delivery ► Implementation of ISO 9001 QMS ► Achievement of certification ► Implementation of EUROCONTROL guidelines and specifications in terms of timeliness & data content ► Achieve ISO certification ►Submit relevant QMS for inspection
