A policy in the late 1970s that forbid families from having more than one child No penalties for multiple births, such as twins or triplets. Applied only to ethnic Chinese Only restricted 35.9 percent of the population to having one child by 2007. In November 2013, China announced the decision to relax the one-child policy. Families could have two children if one parent, rather than both parents, was an only child.
