4  Common Education Data Analysis and Reporting System  An Umbrella Term for three state applications: o UID Student o UID Staff o CEDARS Data Warehouse (CDW) Reporting System NC's PreK-13 State Longitudinal Data System

5  Historical data for trending and analysis o Data from School Year 2009-2010 and forward  Multiple NCDPI authoritative systems o PowerSchool, CECAS, Truenorthlogic (TNL), Licensure, and more  Federal, state & local level reporting o The state submits federal reports using the CDW  Accessible to State, LEA & School level staff o Secure - authenticate using NCID

6  Replacing any operational systems (PowerSchool, CECAS, Licensure)  Real time, transactional data  Open to the public

7  Collected at the Detail level, meaning records specific to the individual student and individual staff are collected  Solely dependent upon accurate UIDs  PII – ‘Personally Identifiable Information’ must be protected o No detail level data is used for Federal Reporting o FERPA guidelines are enforced and dictate how any detail level data is to be used

15  Access to the CDW is through OBIEE (Oracle Business Intelligence Enterprise Edition)  Access to OBIEE is secure and managed at the local level  Each LEA/Charter must have a Security Officer or a designated staff person who can identify personnel who are requesting access to OBIEE o Approve, Disable or Deny registration requests o Does not manage User Names and Passwords

16  Each individual must register and be approved for access to the CDW o The highest level of access to the CDW for an LEA user is Detail Answers o School level user roles only have access to Dashboards published by DPI o There is no Teacher user role in the CDW  Authentication is based on NCID for any ‘CEDARS’ related application  The NC Public Schools website offers a contact list of the LEA’s Security Officers

It is included in local, state and federal reporting  To improve your school’s student data… o Please verify that gender, birthdate and race/ethnicity data are included for all students. o Be sure to enter a student’s program data in a timely fashion (e.g., migrant, immigrant, LEP data) o Be sure to correct erroneous data that is reported to your school from the CDW.

21  Each month, approximately 60,000 people visit the NC School Report Cards (SRC) site.  The School Report Cards website informs citizens about things like class size, the certification background of teachers, school safety, and academic performance.  The site also serves as a primary reporting means for the schools and districts regarding the Elementary and Secondary Education Act (ESEA) performance.  Consolidating Accountability reporting to make the SRC the primary website for public reporting.
