12. What is a BLA? O The state official responsible for administration and enforcement of state boating laws O BLAs reflect their state/agency and its mission(s) O Range from field officers to chief executives of entire departments O Diversity provides for different perspectives

13. What do BLAs do? O A wide range of responsibilities related to boating safety Who are the BLAs? O Field officers, regional managers, department heads, career civil service to governor’s appointee O Some work strictly in law enforcement, others manage diverse full service boating agencies

14. Not all BLAs are created equally O Some can make commitments for their department, lobby Congress, and set their own course and speed O Others need to seek permission through various layers

15. BLA’s Relationship To NASBLA O BLAs represent their state, including programs that might not be under their direct authority. O May require collaboration with other officials in your agency or other agencies. O Only one BLA per state, but other state members may participate. O One vote per state/territory.
