2 Current Security Environment  Nature of the threat to the APEC region Under an ongoing heightened threat level Probability of prior warning of attack is low Terrorists and criminals are very professional in their approach and capacity Terrorism focus is on mass casualties Potential for catastrophic and traumatic consequences with a loss of confidence in the transport we use for trade and travel

3 General threat for Australia, and Australian interests overseas, remain at heightened levels - medium when it was once very low We are a named target. What is the Australian Security Environment?

4  Mitigation strategy: Preparedness is critical Protective security must be linked with response capabilities Aviation personnel and their customers must be security aware Create an environment hostile to terrorist activity by the capacity to identify and resolve suspicious activity How do we Respond to this Security Environment?

5 The Risk Context Statement initiative A strategic sectoral document that draws on National Security Threat Assessments and Criminal Assessments to inform industry of the current threat environment. Once the threat environment is determined, the risk context can be described. The risk context provides the parameters in which operators can identify the risks specific to their own operations.

6 The Risk Context Statement Process National Security Threat Assessment Criminal Assessment Draft Risk Context Statement is prepared to: Communicate threat information related to the aviation operating environment AND Assist industry to prepare and review the TSP Consultation and approval of draft ARCS with contributing agencies - National Threat Assessment Centre and Australian Crime Commission Dissemination of final RCS Road show to industry and other government agencies - Internet Industry participants undertake risk assessments
