PROJECT GOAL THREAT ASSESSMENT MANUAL

AREAS OF INTEREST Prior to September 11th, little target identification of local sites…..little or no threat assessment conducted for these sites. Local law enforcement often unaware of potential targets in their areas. A supervisor unfamiliar with target location must conduct his/her own site survey on arrival…wastes valuable time. APD has no resource to assist supervisors with initial response at specific locations. Lack of knowledge of response plans or contacts for onsite facility security.

RESPOND Identify potential targets Gather necessary information and identify tasks Identify equipment needs Coordinate with other agencies Develop initial response plan Put everything together in usable form (the manual)

RESPOND Layout Diagrams Aerial Photos Ground Level Photos Inner/Outer Perimeters Avenues of Approach/Escape Command Post Locations Haz-mat Info Facility Security/Contacts Equipment Needs Any Other Info Pre-coordinate with other Emergency Response Agencies

ASSESS See if other Area Commands pick up on project Feedback from supervisors - is material useful/plans viable? Evaluate at 6 months - are assessments being completed/new ones initiated Evaluate 1 year - update completed assessments in case of changes
