ECC PT1 Terms of Reference The Project Team shall be responsible for implementing the WAPECS concept as appropriate in the context of MFCN and in frequency bands identified by ECC, including collaborating with WG FM on frequency management issues (e.g. cross-border coordination issues, sharing of bands with applications other than MFCN). ______________________________________________________________ 1 In recent ECC Decisions, spectrum has been designated to MFCN (mobile/fixed communications networks) which includes IMT and other communications networks in the mobile and fixed services" which would include fixed wireless access but not point-to- point links. 1 2 See full ECC PT1 Terms of Reference on the ECC PT1 webpage See full ECC PT1 Terms of Reference on the ECC PT1 webpage

ECC PT1 and WRC-2019 preparation CPG-19 (Conference Preparatory Group for WRC-19) in April 2016 tasked ECC PT1 to lead CEPT preparation for the following agenda items for WRC-19: 1.13 – IMT 2020: to consider identification of frequency bands for the future development of IMT (5G) 9.1.1 - Unpaired 2 GHz: coexistence between the terrestrial AND satellite components of IMT in the frequency bands 1980-2010 MHz and 2170-2200 MHz 9.1.2 – BSS Sound: compatibility of IMT and Broadcasting Satellite Service (sound) in the frequency band 1452-1492 MHz 9.1.8 - Machine-type communications: to study the technical and operational aspects of radio networks and systems, as well as spectrum needed ECC PT1 will draft CEPT briefs and ECPs accordingly 9

ECC PT1 has contributed to CEPT preparation for previous WRCs ECC PT1 has contributed to the preparation of the European Common Proposals (ECPs) for the World Radiocommunication Conferences (WRCs) on the following Agenda Items: 10 WRC-2000 1.6.1 Spectrum for IMT-2000 1.6.2 Global control channel WRC-03 1.22 Progress of IMT-2000 studies 1.33 NGSO BSS (sound) in 2.6 GHz 1.34 HAPS within IMT-2000 WRC-07 1.4 Spectrum for IMT 1.9 Space services use of 2.6 GHz WRC-15 Support to CPG PTD on 1.1 Spectrum for IMT 1.2 694-790 MHz

ECC PT1 current and recent activity The following list shows highlights from current and recent activity: Contributions on IMT 2020 (5G) in ITU-R Initial discussions on WRC preparation for Agenda Item 1.13 Mobile Communications on board Aircraft (MCA) : Analysis of usage of MCA without Network Control Unit– draft CEPT Report and proposed revision of ECC/DEC/(06)07 Mobile Communication On-board Vessels (MCV): ECC Report 237, revision of ECC DEC (08)08, Draft CEPT Report 62 Operational guidelines for mobile networks in 3.6-3.8GHz: draft ECC Report IMT/MSS at 1518MHz: ongoing compatibilitiy studies towards draft ECC Report Machine 2 Machine Communications: ECC Report 242 on compatibility studies with in 700 MHz, and ongoing work on M2M using mobile networks Cross border coordination: Update of ECC Recommendations for MFCN Support to ECO on ECO Report 03: information on “licensing of mobile bands” now available from EFIS 700MHz: ECC/DEC/(15)01 on MFCN technical conditions and bandplan; : CEPT Report 53 and CEPT Report 60 in response to EC Mandate 11

ECC PT1 is the CEPT entity contributing to ITU-R WP5D 12 Since the establishment of the ITU-R WP5D “IMT Systems” (successor of ITU-R WP8F) in January 2008, ECC PT1 has been contributing to its work by presenting the CEPT positions on the issues on the agenda of WP5D, including: Development and update of ITU-R Recommendations and Reports on IMT Digital Dividend (790-862 MHz for Region 1) IMT-Advanced submission and evaluation process Cognitive Radio Systems (CRS) Femtocells (home base stations) 3.5 GHz 700 MHz IMT 2020 ECC PT1 is brand recognised at the international level and in the industry

IMT 2020 ECC PT1 (SWG E) has started work on IMT 2020 (5G) to develop CEPT contributions to ITU-R WP 5D on the following topics: 1.Technical requirements & Evaluations 2.Process and circular letter Frequency bands for IMT 2020 will be considered for WRC-19 under Agenda Item 1.13 by ITU-R Task Group 5/1 ECC PT1 is leading the CEPT preparation for Agenda Item 1.13 At ECC PT1#52 in April 2016:  The list of bands to be studied and agreed was discussed (SWG A)  A liaison statement was sent to 3GPP to note that existing harmonised bands such as 3.4- 3.8GHz could be used for IMT 2020 systems requiring large bandwidths (SWG E)  An input was submitted to ITU-R WP 5D on technical performance requirments for IMT 2020 (SWG E) A new SWG will be created for the next ECC PT1 meeting in September 2016 to address the AI 1.13 issues in more detail. Future meetings are likely to be prolonged (5 days instead of 3) to accommodate this work 13

Response to EC mandates ECC PT1 drafted CEPT Reports in response to EC mandates (example of the last 3 years) These CEPT reports are the basis either for the update of EC framework or the development of EC framework MFCN 3.4-3.8 GHz: CEPT Report 049 Harmonised band plan New BEM suitable for MFCN with large bandwidth EC Decision 2014/276/EU Mobile Communications onboard Aircraft (MCA): CEPT Report 048 MCA LTE1800 : 1710-1785 MHz and 1805-1880 MHz MCA UMTS2100 (FDD): 1920-1980 MHz and 2110-2170 MHz EC Decision 2013/654/EU MFCN 700 MHz: CEPT Report 53 and CEPT Report 60 MFCN in 700 MHz : 2 X 30 MHz and “zero to 4 blocks of 5 MHz” SDL EC Decision expected in Q1 2016 (draft Decision currently under review) 14

Response to EC mandates CEPT Reports currently under deveopment The following issues are currently being addressed in response to EC Mandates Mobile Communications on Vessels (MCV): Draft CEPT Report 62 Coexistence between seaborne UMTS and LTE with terrestrial networks in the 1800 MHz, 2100 MHz and 2600 MHz Technical conditions for use of MCV To be approved by ECC in June 2016 Mobile Communications onboard Aircraft (MCA) Network Control Unit: Draft CEPT Report Technical studies on making NCU optional onboard MCA enabled aircraft Conclusions: NCU is not required for GSM or LTE, but should remain mandatory for UMTS To be sent for public consultation by ECC in June 2016 15
