NAM PROGRAM OVERVIEW 7 Webinar #2 – GPRA, Selection Criteria, and Priorities Dial In: 1-888-455-0048 Audio Code: 9006758 Program Purpose: The program seeks to develop and enhance capacity in order to provide effective instruction and support to Native American students including Alaska Native, Native Hawaiian and Pacific Islander children who are identified as English learners (ELs). The goal is to support the studying and learning of Native American languages while also increasing the English language proficiency of the students served to achieve the same challenging State academic content and achievement standards for all children. Funding: o Estimated range of awards: $250,000 - $325,000 per year, for up to 5 years o Estimated average size of awards: $300,000 o Anticipated Number of Awards: 10 o Project Period: Up to 60 months

ELIGIBILITY To assist in determining eligibility, a potential applicant is encouraged to pose the following three questions: 1. Does my project propose to carry out programs for individuals served by elementary, secondary, and postsecondary schools primarily for Native American students (including Alaskan Native, Native Hawaiian and Native American Pacific Islander children)? 2. Is my organization/school one of the following? - –Indian Tribes –Tribally sanctioned educational authorities –Native Hawaiian or Native American Pacific Islander native language educational organizations –Elementary schools or secondary schools that are operated or funded by the Bureau of Indian Affairs (BIA), or a consortium of such schools –Elementary schools or secondary schools operated under a contract with or grant from the BIE in consortium with another such school or a tribal or community organization –Elementary schools or secondary schools operated by the BIA and an institution of higher education (IHE), in consortium with elementary schools or secondary schools operated under a contract with or a grant from the BIA or a tribal or community organization 8

ELIGIBILITY (CONT’D) For reference from previous slide: –4. Elementary schools or secondary schools that are operated or funded by the Bureau of Indian Affairs (BIA), or a consortium of such schools –5. Elementary schools or secondary schools operated under a contract with or grant from the BIE in consortium with another such school or a tribal or community organization –6 Elementary schools or secondary schools operated by the BIA and an institution of higher education (IHE), in consortium with elementary schools or secondary schools operated under a contract with or a grant from the BIA or a tribal or community organization 3. If I am 4, 5, or 6, (above) but am not a BIA school, for example a regular public school, do I get funding from the BIA? Applicants that believe it is relevant to determining their eligibility should feel free to identify any BIE funding they receive or benefit from. Applicants may also wish to note the total number of students in the school or schools being served and the number of those students that are Native Americans. As an added example, if a tribal government receives Johnson-O’Malley funds, even if those funds are consolidated within a block grant, and a school benefits from those funds in some way, that school would also be eligible for a NAM grant. 9

WHAT IS GPRA? 13 It is the Government Performance and Results Act of 1993, whereby Federal departments and agencies must clearly describe: The goals and objectives of programs, Identify resources and actions needed to accomplish goals and objectives, Develop a means of measuring progress made, and Regularly report on achievement. One important source of program information on successes and lessons learned is the project evaluation conducted under individual grants. GPRA For the FY2016 NAM competition, the Department has developed the following GPRA performance measures for evaluating the overall effectiveness of the NAM program: Measure 1: The number and percentage of English learners (ELs) served by the program who score proficient or above on the state reading assessment. Measure 2: The number and percentage of ELs served by the program who are making progress in learning English as measured by the State approved English language proficiency assessment. Measure 3: The number and percentage of ELs served by the program who are attaining proficiency in English as measured by the State approved English language proficiency assessment. GPRA CONTINUED 15 Measure 4: The number and percentage of students served by a NAM grant who are enrolled in Native language instruction programs. Measure 5: The number and percentage of students making progress in learning a Native language, as determined by each grantee, including through measures such as performance tasks, portfolios, and pre and post- tests. Measure 6: The number and percentage of students who are attaining proficiency in a Native language as determined by each grantee, including through measures such as performance tasks, portfolios, and pre- and post-tests. GPRA Measure 7: For programs that received competitive preference points, the number and percentage of preschool children ages three and four enrolled in the program. Measure 8: For programs that received competitive preference points, the number and percentage of preschool children ages three and four who are screened for developmental or cognitive delays. Measure 9: For programs that received competitive preference points, the number and percentage of coordination contacts with between elementary schools and early learning programs to improve coordination and transition of children from preschool to kindergarten. GPRA CONTINUED 17 Addressing the GPRA Measures: Applicants should develop a thorough understanding of the NAM program GPRA measures and propose an annual and a final measurable target for each of the GPRA measures based on the first year baseline data. Applicants should include information on how these targets will be met in their application narrative. Setting Performance Targets for the GPRA measures: First, applicants must identify the baseline data for each of the GPRA measures in their project based on existing circumstances. Next, applicants must state proposed annual performance outcome targets for each of the GPRA measures. The proposed targets must be ambitious yet achievable. GPRA CONTINUED All awardees will be required to submit an Annual Performance Report (APR) that must include information on performance outcomes related to: The Government Performance and Results Act (GPRA). As well as project-specific performance measures. NOTE: The Department will consider these data in making annual continuation awards. Selection Criteria The selection criteria are the criteria against which the peer reviewers score each application. The Department initially ranks applicants based on peer reviewer scores, so clearly addressing the selection criteria is critical. The application narrative should be organized in four labeled sections that correspond and follow the order of the four selection criteria. The maximum score that any applicant may receive on the four selection criteria is 100 points. SELECTION CRITERIA 21 The selection criteria for this competition are from CFR 75.210 of EDGAR. The maximum score for all of these criteria is 100 points (not including competitive preference priority points). The maximum score for each criterion is indicated in parentheses. SELECTION CRITERIA (A) QUALITY OF THE PROJECT DESIGN (UP TO 45 POINTS) The Secretary considers the quality of the design of the proposed project. In determining the quality of the design of the proposed project, the Secretary considers the following factors: (1) The extent to which the goals, objectives, and outcomes to be achieved by the proposed project are clearly specified and measurable. (2) The extent to which the design for implementing and evaluating the proposed project will result in information to guide possible replications of project activities or strategies including information about the effectiveness of the approach or strategies employed by the project. SELECTION CRITERIA (B) QUALITY OF PROJECT PERSONNEL (UP TO 10 POINTS) The Secretary considers the quality of the personnel who will carry out the proposed project. In determining the quality of project personnel, the Secretary considers the following factors: (1) The extent to which the applicant encourages applications for employment from persons who are members of groups that have traditionally been underrepresented based on race, color, national origin, gender, age, or disability. (2) The qualifications, including relevant training and experience, of the project director or principal investigator. SELECTION CRITERIA (C) QUALITY OF THE MANAGEMENT PLAN (UP TO 25 POINTS) 24 The Secretary considers the quality of the management plan for the proposed project. In determining the quality of the management plan for the proposed project, the Secretary considers the following factors: (1) The adequacy of the management plan to achieve the objectives of the proposed project on time and within budget, including clearly defined responsibilities, timelines, and milestones for accomplishing project tasks. (2) The extent to which the time commitment of the project director and principal investigator and other key project personnel are appropriate and adequate to meet the objectives of the proposed project. SELECTION CRITERIA (D) QUALITY OF THE PROJECT EVALUATION (UP TO 20 POINTS) The Secretary considers the quality of the evaluation to be conducted of the proposed project. In determining the quality of the evaluation, the Secretary considers the following factors: (1) The extent to which the methods of evaluation are thorough, feasible, and appropriate to the goals, objectives, and outcomes of the proposed project. ABSOLUTE PRIORITY Absolute Priority: For FY 2016 and any subsequent year in which we make awards from the list of unfunded applicants from this competition, this priority is an absolute priority. Under 34 CFR 75.105(c)(3) we consider only applications that meet this priority. COMPETITIVE PREFERENCE PRIORITY IMPROVING EARLY LEARNING AND DEVELOPMENT OUTCOMES Applicants seeking to address the Competitive Preference Priority should focus on one or both of the following: Increasing access to high-quality early learning and development programs and comprehensive services, particularly for children with high needs, and Improving the coordination and alignment among early learning and development systems and between such systems and elementary education systems, including coordination and alignment in engaging and supporting families and improving transitions for children along the birth-through-third-grade continuum, in accordance with applicable privacy laws. 29 Webinar #2 – GPRA, Selection Criteria, and Priorities Dial In: 1-888-455-0048 Audio Code: 9006758

Specifically, we encourage applicants to develop projects that will support meaningful parent, family, and community engagement (as defined in the NIA) to improve student achievement. Applicants are also encouraged to design a comprehensive approach to leveraging sustained partnerships (as defined in the NIA) with community- based organizations, institutions of higher education (IHEs), and other entities.

Review Process Reviewers will read the entire application and score all selection criteria a, b, c, and d. In addition, the reviewers will also score the competitive preference priority for those applicants that choose to address it. An initial rank order of applications will be developed based on the peer reviewer evaluations. A final rank order of applications will be developed and used to award grants. Review Process Peer reviewers will review and score applications against the established selection criteria.
