IIE logo 11 Adapting PI to Local Realities Readiness: determined by USAID not by CPTs Solution: a) bring NGO & USAID together to manage expectations & explain PI; b) demonstrate effectiveness of PI & value of time invested (to both USAID & NGOs) “Training as a solution” mindset entrenched Solution (for donor): Reinforce USAID’s HICD framework inspired by ISPI; illustrate how training investments have often not resulted in sustainable “capacity development” Solution (for NGO): Build on how non-training interventions lead to sustainable performance improvements when based on evidence from assessments
