©2015, Region One Education Service Center Background In its circulars, the OMB communicates the cost principles, administrative rules, and audit rules associated with federal grants. As of 2011, when the process of developing 2 CFR 200 began, eight separate OMB circulars governed federal grants. Regulations were difficult for grantees to understand and follow. For state educational agencies like TEA, they were cumbersome to enforce.2 CFR 200 The goal of 2 CFR 200 is to replace the multiple OMB circulars with federal grant rules that are consistent for all grantees. 2 CFR 200 emphasizes the following:2 CFR 2002 CFR 200 - “Strengthening accountability” to guard against waste, fraud, and abuse - Adding flexibility to allow grantees to develop their own processes to demonstrate performance outcomes - Stressing performance over compliance, with auditors expected to evaluate “outcomes” rather than “processes”

©2015, Region One Education Service Center Implications for Districts NEW Computing devices are supplies if less than $5,000 Must disclose in writing in a timely manner all violations of federal criminal law involving fraud, bribery, or gratuity violations potentially affecting the federal award Equipment: tangible, non-expendable, personal property having a useful life of more than one year and an acquisition cost of $5,000 or more per unit. Regardless of cost, grantee must maintain effective control and “safeguard all assets and assure that they are used solely for authorized purposes.” – All funds, property, other assets Must maintain written standard of conduct, including conflict of interest policy – Allowability of costs – Payments

©2015, Region One Education Service Center Implications: Comprehensive Needs Assessments and Improvement Plans Title I, Part A funds must be expended for programs, activities, and strategies that are scientifically based on research and meet needs identified through the CNA process. The CNA must be completed prior to applying for the funding because the application for funding must address the needs identified through the CNA process. These expenditures must also be tied to the LEA or campus improvement plan, depending on how the expenditure will be used and coded (e.g., at the LEA or campus level). Must be addressed in the improvement plan prior to obligations, expenditures and encumbrances being made.

©2015, Region One Education Service Center Campus Improvement Plans Must describe how fund sources will be used (should coordinate with the program budgets). Must include complete thoughts/sentences. Must contain measurable goals/objectives. Expenditures must be in the Campus Improvement Plan, BEFORE the purchases can be made. Must include 10 required elements...

©2015, Region One Education Service Center 10 Elements (Embedded in CIP) 7.Transition from early childhood programs (e.g., Head Start) 8.Include teachers in decisions regarding the use of academic assessments. 9.Activities to provide effective, timely additional assistance to ensure students’ difficulties, are identified and addressed in a timely basis. 10.Coordination and integration of fund sources (address how fund sources will support the schoolwide effort; document in CNA & SBDM team planning minutes)
