Unsustainable water harvesting from underground aquifers for irrigation. Threat of climate change on food production. Natural disasters and violent conflicts. Challenges have a clear LAND dimension

GLTN BRIEFING AND PROGRAMME ROLE OF MULTILATERAL ORGANIZATIONS UN-Habitat/Global Land Tool Network Coalition of more than 70 international partners. Focuses on tenure security and pro-poor land tools. Promotes good land governance and continuum of land rights. Food and Agriculture Organization Focuses on ensuring food security for all. Promotes sustainable management and utilization of natural resources. Through joint initiatives, GLTN and FAO are motivated to find solutions to land tenure issues

GLTN BRIEFING AND PROGRAMME ABOUT THE PROGRAMME FAO Programme to Support for the responsible governance of land and natural resources in communal lands of Kenya. Funded by EU. Implementation of the Voluntary Guidelines on Responsible Governance of Tenure of Land, Fisheries and Forests. Focus is in two predominantly pastoralist counties in Kenya – Turkana and Tana River.

GLTN BRIEFING AND PROGRAMME TURKANA COUNTY Second largest county in Kenya. Borders 3 countries – South Sudan to the North, Uganda to the West, Ethiopia to the North-East. 90% of land under customary tenure. Community land held in trust by County Government. Access to land is discussed from a livelihood perspective under the right to food. Discovery and developments in oil exploration has raised concerns over land rights.

GLTN BRIEFING AND PROGRAMME PURPOSE Develop and build capacity on a Land Information Management System for managing tenure in urban and customary land. Based on the Social Tenure Domain Model (STDM) - a propoor land information system for representing ‘people-land’ relationships. STDM supports various types of land rights and social tenure relationships in formal, informal and customary settlements. Based on free and open software packages. STDM is based on ISO approved global standard (LADM).

GLTN BRIEFING AND PROGRAMME INITIAL IMPACTS AND LESSONS STDM was tested and proven to be technically sound to address information requirements of the Ministry of Lands in Turkana County. In the long term, the County LIMS will: 1.Improve tenure security of pastoral communities in the County. 2.Reduce conflict for grazing and water resources. 3.Form a basis for inclusive land use planning. 4.Enhance access to basic service and infrastructure. The project provides an excellent model for partnerships Ownership of the process by the Ministry of Lands is critical for success. Capacity development is a catalyst for sustainability.
