Origins of new election model Central Election Commission task in order to fulfill National Strategy «Election Innovative technologies» - Technology fair – 7 companies from Russia, Spain, England, USA, Israel, Korea Based on the summary of the fair, to develop the optimal election model, including voter identification, transparent, accurate and effective vote counting.

International cooperation, Project Implementation Republic of Korea (KOICA, A-WEB), Switzerland, Japan and some other organizations (UNDP, IFES etc).

International cooperation, Project Implementation There had been provided the following support by the : – Korean International Cooperation Agency(KOICA) – in total of 6 mln 150 thousand $: 710 PCOS sets, Data Center, Election Management Information System, technical, experts and education support – Switzerland- 206 PCOS sets; The rest 2900 PCOS sets had been purchased by government.

Approbation of new election model in local elections Positive feedbacks had been received from observers, political party representatives, as well as from voters and NGO representatives. The new system showed very good results, thus, achieving the trust of election stakeholders – voters, candidates, observers, and people in general.

Education CEC made a cascaded training. 120 trainers had been educated and trained. They then trained the precinct election commission members. In total 5000 PCOS operators educated(120 trainers and 4748 PEC operators). Moreover every Regional election commission had a technical IT specialist.

Процесс обучения ЦИК КР провела тренинги по каскадному методу. Были обучены 120 тренеров, которые в свою очередь обучили членов участковых избирательных комиссий. По итогам обучение прошли около 5000 операторов АСУ (120 тренеров и 4748 членов УИК). Кроме этого в каждой ТИК имелись мобильные группы технической поддержки для выезда в участки.

Election result transmission Through the use of ICT in election processes, the trust of election stakeholders was achieved. 95% of election results was received within the first 2 hours, which were instantly published in our special website for everyone to see.

Vote counting procedure The use of ICT in elections, that is PCOS and biometric registration, provided us a unique opportunity not only to prevent falsifications but also to detect even attempts falsifications. That is, the results of every precinct has been analyzed by comparing the following components: – Identification report (number of identified voters) – PCOS result (number of cast votes and vote counts by parties) – Manual vote counting result (manual vote counting results) Before the introduction of ICT, only the results of manual counting had been analyzed, without the opportunity to detect falsifications, unless it has been observed or reported. But now, with the use of ICT, there is an ability to analyze and detect suspicious precincts, giving an opportunity to make revision and control those specific precincts. The features described above provided us the opportunity to identify 8 precincts, where there had been attempts for falsification. The results of these precincts had been cancelled.

Main difficulties Very short scope (time) of the project due to very late acceptance of the main election law ( accepted in April 2015, while we were expecting it in December 2014). This effected the overall planning and schedule. The average age of local (precinct) election commission members was 40-50, some of them were even about 60. This effected the quality of training and practicing. Some of the local (precinct) election commission members were quitting their job right before the elections ( due to age and lack of enough knowledge of ICT).

Prospects Make the necessary respective changes in the election law – To put the ballot paper of absentee voting (held one day before the election day) in morning into the PCOS, but not in the evening. ( in order not to forget) – To let the modem be connected to PCOS during the day of election, not only at the end of election, in order to monitor the communication and to get turnout. Improvement of technical features of PCOS – Change some components for better and longer working. (Already at the stage of fulfilling) – Ability to put mark on ballot paper with a pen (not only with marker). Already done Make the necessary changes to the law of election commissions – For stable work of local election commissions (motivation, salary etc.) More detailed and prescribed cooperation of SRS and CEC – For more effective cooperation, in order to avoid ambiguous situations.

Summary in digits 6 parties were elected for the Parliament with about 59% of turnout and with the following mandates 1. СДПК – 38 2. Республика — Ата-Журт – 28 3. Кыргызстан – 18 4. Онугуу-Прогресс – 13 5. Бир Бол – 12 6. Ата Мекен – 11
