2 National Mechanisms of Policy Coordination to Combat Trafficking in Persons (CTP) and Integration of Public Policies (national strategies and best practices)

3 The International Guidelines  The UN General Assembly in its Resolutions on trafficking in persons (63/156, 61/144 and A / RES / 59/166) recommended that States consider the creation or strengthening of a national coordination mechanism, such as a national rapporteur or an inter-agency body to encourage the exchange of information and to report on the data, causes, factors and trends in violence against women, in particular, trafficking in women and children  The Recommended Principles and Guidelines on Human Rights and Human Trafficking (E / 2002/68 / Add.1), of the Office of the High Commissioner for Human Rights (OHCHR) recommended that States and intergovernmental and non-governmental organizations consider the creation of mechanisms to monitor and assess the human rights impact of anti-trafficking laws, policies, programs and actions.

4  The UN Global Plan of Action to Combat Trafficking in Persons (Resolution 64/293 GA, 2010) also encouraged the coordination of efforts on national, bilateral, subregional, regional and international and through networks, provided by relevant organizations, and the sharing of best practices in the development of capacities to respond and address human trafficking.  These guidelines reinforce the Article 9 of the Palermo Protocol which states:  that States should develop policies, programs and other comprehensive measures, such as campaigns, research, information and social and economic initiatives against trafficking in persons  including cooperation with non-governmental organizations, other relevant organizations and other civil society actors. 5 Why coordinate? 1.To have a more effective implementation of the CTP actions, consistent with the reality of the issue, with the integration of relevant actors; 2.To proceed with a permanent and continuous verification of the advances and technical, conceptual, legal, political and / or institutional difficulties; 3.To Negotiate and agree on solutions to the difficulties of implementing p.p. in partnerships between agencies and government and non-governmental institutions, and from different levels of government;

6 4.To map the issues for decision making and proceed with necessary referrals for implementation; 5.To strengthen the institutions of the relationship between the actors involved. Why coordinate?

7 Governance Model of National Policy – initial considerations Transversality policies: the need for dialogue between actors and acting in networks; Intersectoral actions: complex implementation, is not in the hands of a single actor; Co-responsibility of implementation: complex decision making; Relevance and indispensability of social participation in the management of national public policy; Permanent and continuous verification of advances and techniques, conceptual, legal, political and / or institutional difficulties;

9 Governance Model of National Policy ACTORS INVOLVED InstancesMain assignments of the actors National Committee to Combat Trafficking in Persons - CONATRAP National body of social control of national policy; Composed of governmental and non-governmental representatives and 10 national councils of public policies; National elections for NGOs ; 26 members, equally composed; Propose strategies for management and implementation of activities of the National Policy to Combat Trafficking in Persons; Monitor the implementation of national plans. Interministerial Group on Monitoring and Evaluation Established under the Ministry of Justice, coordinated by the Tripartite Coordination, with representation from 17 ministries: Established and approved the monitoring and evaluation system of the II Plan and monitor the implementation ; Prepare the monitoring report and review of the II Plan.

13 Challenges to overcome  coordination between relevant government institutions - requires ability and dedication  competing priorities in institutions  interagency financing mechanisms need to be regular and sufficient  lack of evaluation of the visits by the beneficiaries of policies  lack of systematic collection and analysis of information  autonomous or social control mechanisms to evaluate  effective, frequent and rapid communication, allowing visibility that respect the horizontality between the actors  indivisible, interdependent and interrelated approach - the promotion and protection of human rights of victims

14 The Monitoring System of the Second National Plan to Combat Trafficking in Persons

15 Organization: prevention, prosecution and victim care. 115 goals, implemented by 17 ministries Duration: 4 years - from 2013 to 2016. Structure: division into 5 operational lines that unfold into activities and goals: 1.Improvement of the legal framework to strengthen counter trafficking in persons. 2.Integrate and strengthen public policies, services, networks and organizations to provide services necessary to counter trafficking in persons. 3.Training to counter trafficking in persons. 4.Production, management and dissemination of information and knowledge about human trafficking. 5.Campaigns and mobilization to combat trafficking in persons. 16 Objectives of the monitoring and evaluating system:  Measure progress or difficulties in implementing the Plan and advancement of combat trafficking in persons in Brazil;  Adopt common metrics, qualitative and quantitative, and get consensus on them to indicate the levels of the Plan progress;  Make public the results of the Plan progress or difficulties in implementing. 17 How it Works?  Every four months, the Interministerial Group reports the progress and achievement of results of each goal of the plan;  The Tripartite Coordination analyzes the results and discusses and evaluates it with the Interministerial Group and than validate the Quartely Report;  The report is published in the MJ website and submitted to the National Committee (CONATRAP) for control of the results;  The National Committee presents recommendations to the Interministerial Group The Monitoring System of the Second National Plan
