2 Who is NAPHSIS?  National Association for Public Health Statistics and Information Systems  Formed in 1933  Association of state health statistics and vital records agencies in 57 jurisdictions  Mission: Provide national leadership and advocacy on behalf of its members to ensure the quality, security, confidentiality and utility of vital records and health statistics, as well as their integral role within health information systems, for monitoring and improving public health.

3 What is EVVE?  Electronic Verification of Vital Events  Remote message based query system for birth and death records  Authorized users have a single interface to generate a query to any participating vital records agency throughout the country Verifications Certifications

4 What are the Benefits of EVVE?  Protects against potential fraudulent activities  Improves customer service by facilitating rapid access to accurate and verifiable vital record data  Supports the future of business between the vital records offices and EVVE users  Safeguards the confidentiality of data  Offers a secure mechanism for communication between agencies and vital records offices  Integrates easily with current legacy systems  User friendly internet-based interface also available

7 EVVE Query Logic  Queries for an exact match  If no exact match then EVVE executes alternate queries  Return Codes Match Will indicate person deceased if birth record marked No-Match on one required field Provides helpful hint No-Match on more than one required field Multiple Matches Other (time out, no data for that year, etc.)

8 DHS Funding  NAPHSIS received monies to implement EVVE nationwide  Funding available through June 2012  EVVE system enhancements/upgrades  Independent certification and accreditation of EVVE system  Implement EVVE in 57 jurisdictions  Procured Data Analysis Tool

12 Data Analysis Tool  Completed in 22 jurisdictions to-date  EVVE birth data fields analyzed to identify potential anomalies that may impact EVVE match rates  What to do with results? Jurisdiction can evaluate necessary data cleanup efforts, plans, resources needed (staff, money) EVVE vendor may be able to modify query configuration rules NAPHSIS can provide additional guidance in the EVVE Desk Guide NAPHSIS can recommend additional training to users

13 EVVE Desk Guide NAPHSIS created this EVVE Desk Guide to provide authorized EVVE users with helpful hints on how to query using EVVE. The information in this guide should be treated as confidential and not shared with individuals that are not authorized to use EVVE. Alabama (1930)  Birth verifications can be requested beginning with 1930.  Birth certifications can be requested beginning with 1995.  Verification query requests require transmission of the state file number (SFN)  The SFN is located in the upper right hand corner of the certificate  Delayed births, amended/changed records and foreign born certificates are in the EVVE database
