3 Federal Renewable Goals for government agencies continue to improve/increase –1999 - EO 13123 goal: 2.5% of Federal electricity use from renewable energy by 2005 –2005 -Statutory goal (EPACT’ 2005 Sec. 203): 3% of electric energy by 2007 – equivalent to 1,641 GWh 5% of electric energy by 2010 – equivalent to 2,736 GWh 7.5% of electric energy by 2013 – equivalent to 4,104 GWh Projects on Federal and Indian land encouraged via bonus credits –2007 - EO 13423 goal: At least half of the renewable energy(to meet above goals) must come from new renewable sources (placed in service after January 1, 1999), and Projects on-site encouraged Federal Government Renewable Goals

6 Goal - TEAM: Renewable Energy Public Statement at GovEnergy – August 2007 –Executable renewable energy agreements by end of FY 2008 at as many sites as needed for on-site renewable energy to meet and exceed Executive Order goal of 7.5% –Maximize installation of secure, on- site renewable energy projects at all DOE sites and/or optimize affordable purchases of renewable electricity

7 Goal - TEAM: Renewable Energy Goals –Executable renewable energy agreements by end of FY 2008 at as many sites as needed for on-site renewable energy to meet and exceed Executive Order goal of 7.5% –Maximize installation of secure, on-site renewable energy projects at all DOE sites and/or optimize affordable purchases of renewable electricity –By end of 2008 commitments for: Minimum 185 GWh of renewable energy with bonus (double credit for produced and consumed on site) (70 MW at 30% capacity factor) Maximum of 370 GWh with no bonus (140 MW at a 30% capacity factor) Goal is 243? GWH more than DOE uses today, tripling current use. Most current use is REC purchase. Current on-site generation 270 MWH (540 MWH with bonus) Means –Distributed generation opportunities at DOE sites, including new construction incorporating renewable energy. –Utility-scale renewable energy development on DOE lands

8 DOE Order 430.2B Outlines requirements and responsibilities for managing DOE facilities and fleets with respect to energy efficiency, water conservation, renewable and clean energy resources, sustainable buildings, alternate fuel, and vehicles; Directs each site to develop and commit to an Executable Plan toward meeting the goals in the Order; –Each site identifies their contribution toward Departmental goal; GOALS – Meet or exceed EO 13423, often ahead of schedule Applies to all Departmental elements; –Accountability on Department-wide basis: Facility Site Program Office For more information: www.directives.doe.gov

13 TEAM Process Prioritized high-potential sites; provided site screening report to most high priority sites. Conducted 18 site visits and drafted 14 renewable energy site assessment reports with 4 reports in process;; Emphasis on private sector financing: Energy Savings Performance Contracts (ESPCs) and Power Purchase Agreements (PPAs); Collaboration with DOE Program Secretarial Offices

14 TEAM Process EERE Program Office assistance with broad array of renewable energy technologies; –Solar, wind, renewable generated hydrogen Site-by-site identification of contracting paths, threshold issues; and obstacles; Collaboration with ESPC team on renewable Conservation measures in ESPCs
