2. GBS Tier I-III (Mandatory)   ⇒ Adopted at MSC87     Self Assessment by ROs/Classification Societies and Audit including technical verification by IMO Audit team 3. Guidelines for verification of conformity with GBS (Non Mandatory) ⇒  Approved at MSC87 Class Rules As for “ SOLAS II-1/3-10 : Goal-based ship construction standards”; As shown in this hierarchy, GBS is consisting of; Tier I – Goals: High-level objectives to be met Tier II – Functional requirements: Criteria to be satisfied in order to conform to the goals Tier III – Verification of conformity: Procedures for verifying whether the rules and regulations for ship design and construction, which means Class Rules, are conformed to the goals and functional requirements. Tier IV – Rules and regulations for ship design and construction: i.e., Class Rules Tier V – Industry practices and standards At this session, amendment of SOLAS II-1 to make the GBS for bulk carriers and oil tankers mandatory was adopted. And also, Guidelines for verification of conformity with GBS, which is non mandatory, was approved. 4

5 Summary of Amendments of
SOLAS II-1/3-10 (GBS) Application: Oil tankers & Bulk carriers of 150 m in length and above Goals: Safe and environmentally friendly Ship design Structural Requirements : Goals shall be achieved through Structural Requirements of ROs (Class) conforming to GBS Functional Requirements Ship Construction File (SCF): Information on how the functional requirements have been applied in the ship design and construction to be kept on board Let me introduce the Summary of Amendment of SOLAS II-1/3-10 in relation to GBS. This amendment is applied to Oil tankers & Bulk carriers of 150 m in length and above. (Cf: IACS CSR is applied to Oil tankers (≥ 150m) & Bulk carriers (≥ 90m)) The structure of applicable ships should be constructed in accordance with Class Rules which are verified to be complied with IMO GBS. Also, a Ship Construction File which includes specific information, i.e., plans/documents etc. on how the requirements of the GBS are applied in the ship design and construction should be kept onboard. In this regard, important plans/documents, such as lines plan, may be kept on shore in terms of protection of intellectual property. At the moment, NK is under consideration for the establishment of Archives Center in which those important plans/documents are to be kept. As for the application date, ships .1 for which the building contract is placed on or after 1 July 2016; or .2 in the absence of a building contract, the keels of which are laid or which are at a similar stage or after 1 July 2017; or .3 the delivery of which is on or after 1 July 2020. Enter into force on 1 Jan. 2012, and apply to ships: 1. building contract on or after 1 July 2016; or 2. keel lay on or after 1 July 2017; or 3. delivery on or after 1 July 2020 5

Ships shall be designed and constructed for a specified design life to be safe and environmentally friendly, when properly operated and maintained under the specified operating and environmental conditions, in intact and specified damage conditions, throughout their life.

Goal-Based Ship Construction Standards for Bulk carriers and Oil Tankers Tier I Tier I, Goals - SOLAS II-1/3-10 Para 2 2.1 Safe and environmentally friendly means the ship shall have adequate strength, integrity and stability to minimize the risk of loss of the ship or pollution to the marine environment due to structural failure, including collapse, resulting in flooding or loss of watertight integrity. 2.2 Environmentally friendly also includes the ship being constructed of materials for environmentally acceptable recycling. 2.3 Safety also includes the ship’s structure, fittings and arrangements providing for safe access, escape, inspection and proper maintenance and facilitating safe operation.

Goal-Based Ship Construction Standards for Bulk carriers and Oil Tankers Tier I Tier I, Goals - SOLAS II-1/3-10 Para 2 2.4 Specified operating and environmental conditions are defined by the intended operating area for the ship throughout its life and cover the conditions, including intermediate conditions, arising from cargo and ballast operations in port, waterways and at sea. 2.5 Specified design life is the nominal period that the ship is assumed to be exposed to operating and/or environmental conditions and/or the corrosive environment and is used for selecting appropriate ship design parameters. However, the ship’s actual service life may be longer or shorter depending on the actual operating conditions and maintenance of the ship throughout its life cycle.

Goal-Based Ship Construction Standards for Bulk carriers and Oil Tankers Tier I Tier I, Goals - SOLAS II-1/3-10 Para 4 4 A Ship Construction File with specific information on how the functional requirements of the Goal-Based Ship Construction Standards for Bulk Carriers and Oil Tankers have been applied in the ship design and construction shall be provided upon delivery of a new ship, and kept on board the ship and/or ashore* and updated as appropriate throughout the ship’s service. The contents of the Ship Construction File shall, at least, conform to the guidelines developed by the Organization.*   * Refer to the Guidelines for the Information to be included in a Ship Construction File (MSC.1/Circ.1343).

15 Ship Construction File (SCF):
Guidelines for the information to be included in a Ship Construction File - MSC.1./Circ.1343: Ship Construction File (SCF): to be provided upon delivery of new bulk carriers and oil tankers contracted on or after 1 July 2016. to be kept on board the ship and/or to be kept ashore (i.e. Archive Centers) to be updated as appropriate throughout the ship’s life Aim: to facilitate safe operation, maintenance, survey, repair and emergency measures.
