3 Progress on 2012 commitments Key Achievement Areas Allocate a minimum of 0.5% of GDP to sanitation and hygiene through the eThekwini Declaration: 0.014% of GDP (2012) was allocated to sanitation and hygiene in Public Sector Investment Plan (PSIP) of GoL 2013 – 2014 Budget Create clear and distinct budget lines for water, sanitation and hygiene within the National Budget of Liberia: Monrovia City Corporation, Liberia Water and Sewer Corporation and the Ministry of Public Works have distinct water, sanitation and hygiene budget lines in the National Budget for 2013 – 2014 Continue to respond to future GLAAS Survey: 2013 GLAAS Data submitted to WHO for final compilation Implement Water Supply and Sanitation Policy (WSSP) to ensure a functioning National Water Resources and Sanitation Board: Draft Executive Order for Board creation submitted to President; Board membership appointed! Implement Rural Water Supply and Sanitation Bureau and Directorate for Community Mobilization and Hygiene Promotion: No Progress Develop a monitoring and evaluation system for the WASH Sector: Sector has adopted the AKVO FLOW, a software package linking smart phone/tablets to online database

4 Liberia: 2014 Commitments MLME and MPW will develope clear recommendations to improve WASH sector coordination and Governance by 2015 The MoF will work along with the MOH&SW,MOE,LWSC, City Corporations and municipalities to include budget lines for sanitation, hygiene and water quality, for school WASH, urban sewerage, urban sanitation in the 2015 National Budget The MLM&E will work along with WASH sector Ministries and DPs to complete a feasibility by 2015 to establish a WASH pool fund and also secure and disburse funds in the PSIP for sanitation by 2016 The MoH&SW and the MCC will carry out a comparative study of sanitation approaches for the poor in urban areas in order to develop evidence of what works by 2015 The MoH&SW will work along with WASH agencies to develop a capacity- building plan for decentralized staff in priority districts in selected counties by 2015 Equality Finance Visibility Evidence Based Policy/ plans Capacity The MoPW will work along with the MoH&SW to monitor and make quarterly reports on the functionality of WASH facilities by 2015 National Processes
